International Water Management Institute (IWMI) seeks the services of a suitable candidate to design and organize three seminar series on topical subjects for research project "Water Management for Enhanced Productivity (WMfEP)". Each topic will be carefully selected in consultation with the provincial Government on issues such as:

  • Developing a shared vision and a common mission
  • Delivering on the National Water Policy in KP
  • Water Pricing and Abiana collection.
  • Implications of FATA merger for the functioning of the Irrigation Department
  • Project management (planning, design, financing, procurement, implementation, M&E, operation)
  • Implications of FATA merger for the functioning of the Irrigation Department

Project Background

The strategic goal of USAID investments in KP is to support the Government of Pakistan (GoP) in accelerating socio-economic development and political stability in KP and the former FATA region. Project WMfEP contributes to this strategic goal by developing natural resources (land and water) and human capital to increase income and improve livelihoods through improved commercial agricultural practices. USAID is a significant development partner in this area of Pakistan having made substantial investments in Gomal Zam Dam (GZD), the associated irrigation system and command area development (GZCAD).

Duties and Responsibilities

The consultant will engage a keynote speaker to develop a discussion paper and infographic that will be circulated in advance of the seminar and serve to keep the deliberations focused on policy actions. Such seminars will be convened quarterly (3 seminar sessions) in bringing key stakeholders together to deliberate and share their insights and experience so that a policy brief could be produced for sharing with key decision-makers and wider policy community such as parliamentarians, key government departments, media, academia, private sector and selected CSOs/think tanks. Each seminar will also be webcast and made accessible for reference and subsequent use by the concerned stakeholders through the IWMI or partners websites. Each Seminar will be organized at a suitable location, however the consultant will not be responsible for procuring venue and any related equipment or any logistics costs of the delegates invited. The consultant will however be responsible for any professional fees of any key note speakers, panelists etc. The consultant will prepare a final seminar paper based on the initial discussion paper, the infographic and the deliberations and discussions. The paper will confirm to any/all USAID/WMfEP branding guidelines.

Duration: Approximately 06 months

  • Bachelor’s Degree and Master’s Degree (Specialization in Communications)
  • 3 to 5 years communications experience in donor funded projects
  • Excellent communications skills, both oral and written in English and Urdu. Pashto is also desirable.
  • Strong graphic design skills with appropriate software
  • Experience in writing about water issues
  • Experience with social media communications
  • Very high level of professionalism and awareness
  • Good Human Relation skills, integrity and ability to work under pressure
