Water is one of British Columbia’s fundamental sustainable natural resources. The Water Management Branch leads in the delivery of provincial water programs including managing and regulating the allocation of water resources, ensuring safe and reliable community water supplies, and protecting public health and safety through River Forecast Centre operations, flood hazard management, regulation of dikes and dams, and emergency response actions.
 
This position offers a diverse portfolio of leadership accountabilities including management oversight of two key programs: the River Forecast Centre and the Flood Safety Section. Staffed by competent technical and professional employees these two distinct sections have province-wide accountability for the provision of forecasting services as well as flood and drought management and emergency response action. The Manager, River Forecast Centre and Flood Safety plans, develops, implements and leads strategies and activities which occur within these two distinct programs, including strategic planning, financial and human resource management. As one of four managers reporting to the Director, the position also manages or oversees policy/protocol development, issues management, operational planning, program performance measures and evaluation, and technical standards for the two stated programs.

You will rely on the expertise of your staff insofar as the technical requirements associated with related events, activities, and issues management; and the branch and ministry will rely on your experience in natural resource management, and your proficient program and people leadership skills to oversee these programs.

To be successful in this role, you will need be a strategic thinker, a visionary program manager, a seasoned people and team leader, and a confident and a capable problem-solver and decision-maker. You will build relationships with other branch managers, ministry and government staff and a variety of external stakeholders and work with them to provide strategic and operational direction in these two prominent water management areas. You will be a primary contact for emergency response actions and activities associated with flood forecasting and associated safety issues; and, working with technical experts, community representatives and your experienced staff, you will develop, implement and monitor strategies and solutions.

It will be advantageous for you to have worked in a water management environment, but of greater significance is your capability to develop and manage the corporate objectives associated with province-wide programs and critical response situations. As a key member of the branch management team and a proactive representative of the ministry, particularly in times of water management concern or emergency, you will also need to have clear and effective written and oral communications skills.

Leading these key programs within BC’s diverse and dynamic natural resource environment will provide a challenging and rewarding opportunity for collaborative, strategic, results-focused individuals with superior people management skills.
