Water is one of British Columbia’s fundamental sustainable natural resources. The Water Management Branch leads in the delivery of provincial water programs including managing and regulating the allocation of water resources, ensuring safe and reliable community water supplies, and protecting public health and safety through River Forecast Centre operations, flood hazard management, regulation of dikes and dams, and emergency response actions.
This unique role focuses on two areas of prominence in the water resource management sector: dam safety; and the guidance, interpretation and application of legislation and the regulatory structure that governs the management and oversight of private water utilities in BC. In the former capacity, the Manager provides leadership for the provincial dam safety program and is provincially accountable for oversight of a portfolio of major dams [>9m high] and responding to emergencies occurring at major dam sites; and, in the latter role, the Manager provides regulatory oversight of private water utilities in the role of Deputy Comptroller of Water Rights.
You will work with technical experts, community representatives and your experienced staff to develop, implement and monitor strategies and solutions that address the construction, and regulatory operation of major dams throughout BC. You will be a primary contact for emergency response actions and activities associated with dam safety. You will rely on the expertise of your staff insofar as the technical requirements associated with related events, activities, and issues management; and the branch and ministry will rely on your experience in natural resource management, your keen insight, and your ability to respond, quickly and effectively, to emergency situations.
In a regulatory oversight role as the Deputy Comptroller of Water Rights you will manage a variety of water utility inquiries or issues; address situations of alleged non-compliance with orders; and take appropriate action or regulatory intervention. To be successful in this capacity, you will need be a strategic thinker, a confident and capable problem-solver, and a judicious decision-maker. You will be both a collaborator and a conflict resolver as you consider situations which require discretion combined with the interpretation and application of legislation and regulation.
As a proactive member of the branch management team and a representative of the ministry, particularly in times of water management concern or emergency, you will also need to have clear and effective written and oral communications skills. Leading these key programs within BC’s diverse and dynamic natural resource environment will provide a challenging and rewarding opportunity for collaborative, strategic, results-focused individuals with superior people management and regulatory leadership skills.
