Team Rubicon (TR) is seeking a consultant with extensive experience in Water, Sanitation and Hygiene (WASH) to help expand and strengthen Team Rubicon's ability to provide WASH programming in an emergency medical context and potentially beyond. This contract opportunity includes two primary deliverables that are expected to be completed by June 30.

Duties: 

1) In 2018, Team Rubicon was verified by the World Health Organization as the first NGO in North America to meet the standards as an Emergency Medical Team Type 1 Mobile.  However, Team Rubicon has work to do to improve its WASH programming when delivering emergency medical services. This includes the following:

  • Assess SOPs, and identify and capitalize on improvement opportunities for the following, in a variety of scenarios:
    • Water treatment and distribution
    • Hygiene management and public hygiene training
    • Waste management and public waste management training
  • Create plan for assessments and post-implementation monitoring
  • Working with the Logistics team, assess and identify opportunities for improvement of WASH-related equipment and supplies as well as maintenance and testing procedures
  • Recommend and work with the Training Content Development team to scope training products to support the above

2) Team Rubicon is also interested in understanding where it could provide a demonstrable impact in providing WASH programming outside of exclusively emergency medical missions. Specifically, Team Rubicon is interested in leveraging small teams that can partner with local communities to have a significant impact following natural disasters around the world.   

The following will be included in this deliverable:

  • A landscape review of the opportunity. This will specifically highlight the contexts, and type(s) of WASH programming, Team Rubicon could provide a comparative advantage to
  • A formal recommendation for Team Rubicon to understand the opportunity to extend its WASH programming. This will include the partnerships, personnel, policies, guidance, equipment, and supplies that would be required to seize the opportunity
  • A delineation of the opportunities available, and capabilities Team Rubicon is well-suited to deliver, in an international versus U.S.-domestic context

Experience and Background:

  • 3+ years in WASH programming, preferably in a medical context
  • Preference given to applicants with degrees in WASH-related studies (Geology, Engineering, Public Health, etc.) 
  • Demonstrated experience and knowledge of best practices for water supply, sanitation and hygiene promotion in emergency response and recovery programs required
  • Familiarity with current standards and guidelines for WASH in emergency response and recovery and where standards and best practices need to evolve
  • Experience in coordinating with and providing guidance on how best to coordinate with the WASH cluster mechanism
  • Experience in working with volunteer-based organizations a plus
  • Experience working in a predominantly veteran workforce a plus

Requirements:

  • Available to work approximately 30-40 hours a week from March 15 - June 30
  • This position is remote but requires the ability to travel 2-3 times to Team Rubicon's National Operations Center (NOC) located in Dallas, Texas, and/or Team Rubicon Headquarters in Los Angeles, for approximately one week per travel occurrence
