Opportunity Summary

Abt Associates seeks highly qualified candidates for Senior Adaptation Specialist for the Climate Adaptation Support Activity (CASA) proposal. The goal of the activity is to support impactful adaptation across USAID by providing strategic support to USAID Missions and USAID/Washington Operating Units through three complimentary objectives: 

  • Objective 1: Increase actionable information to support the design and implementation of impactful adaptation approaches, interventions and systems shifts. 
  • Objective 2: Identify strategic and forward-looking adaptation and resilience approaches to support sustainable, scalable, and innovative adaptation. 
  • Objective 3: Expand inclusive capacity strengthening, convening and partnership and coalition strengthening to support impactful adaptation action. 

USAID CASA will serve as a demand driven, cross sectoral support mechanism to USAID that provides a suite of services and products to USAID Missions, Washington, and partners to support adaptation mainstreaming, programming, and scaling to effect change at meaningful scales. . The position is anticipated to be full-time for the five-year duration of the activity and is intended to be based in Rockville, Maryland with the option for flexible telecommuting. The position is contingent upon the activity’s award and USAID approval. The tentative start date is July 2022. 

Key Roles and Responsibilities

  • Provide technical leadership and expertise on climate change adaptation and resilience, including the use of climate information to inform adaptation approaches; convene transformative partnerships for building resilience; supporting public and private sector entities in advancing policy and finance for adaptation; building capacity of local institutions, NGOs, and civil society on building resilience and deploying adaptation interventions; and sharing of adaptation innovations and best practices. 
  • Lead design and implementation of impactful adaptation approaches, interventions, and systems shifts. 
  • Provide strategic and forward-looking adaptation and resilience approaches to support sustainable, scalable, and innovative adaptation. 
  • Lead and oversee assessments, analyses, research, and thought leadership related to climate adaptation. 
  • Support capacity development, knowledge sharing, and monitoring, evaluation, research, and learning. 
  • Liaise and build durable professional relationships with client and project partners. 
  • Manage the development, review, and provide quality control of deliverables. 
  • Manage staff and consultants 

Preferred Qualifications/Pre-Requisites

  • Master’s degree in climate, environmental studies, natural resources management, international development, or related field.
  • Minimum of 10 years of experience working on international development, climate change adaptation, and resilience. 
  • Experience developing, implementing, and evaluating climate and weather information services to inform decision-making and adaptation actions. 
  • Experience integrating, evaluating, and scaling up climate adaptation and resilience across development sectors such as agriculture, conflict, migration, governance, education, health, urban, disaster risk, ecosystems services, conservation, biodiversity, and natural resources management.
  • Proven ability to strengthen the technical content of deliverables.
  • Strong project, staff, consultant, partner, budget, and deliverables management. 
  • Strong networking experience with government, private sector and/or non-government entities. 
  • Proven experience working with team members to achieve daily, weekly, and monthly goals. 
  • Experience designing and implementing USAID projects and activities. 
  • Climate and disaster risk finance, private sector engagement, adaptation planning, and national adaptation commitments support experience preferred.  
  • Experience mobilizing and/or leveraging finance, especially for USAID projects preferred. 
  • Experience applying digital technologies in projects preferred.  

Minimum Qualifications

Bachelor’s Degree + Nine years of relevant experience, or Master’s Degree + Seven years of relevant experience, or PhD + Four years of relevant experience

This position offers an anticipated annual base salary range of approximately $91,000 to $146,000 and may vary by ten percent depending on candidate geographic location.  Salary offers are made based on internal equity and market analysis.
