This position is exempt from WV Division of Personnel Rules (At will employee).

Nature of Work:
The Watershed Technician 1 (WT1) implements assignments in the statewide coordination of
Watershed Stream Restoration Program, Emergency Watershed Protection Program, O&M of flood control structures, and Conservation Services Program. Work includes field investigations, assists with land rights and contract inspections, oversight of construction activities, and reporting of findings and recommendations for projects. The WT1 performs related work as required and other duties as assigned.

Work Environment:
This position is a mixture of fieldwork and working in an office environment and may require traversing rough terrain in inclement weather, participation in aerial flights, operation of small watercraft and the use of bio-security measures. Will work collaboratively with management, engineering staff and other state and federal agencies to implement agency program projects assigned statewide. Frequent travel with overnight stays is required.

Responsibilities:

  • Performs field investigations and assists with land rights and contract inspections in accordance with the Emergency Watershed Protection Program (EWP), Stream

Restoration, Conservation Services and other construction or contract related programs.

  • Provides necessary technical evaluation and follow-up assistance to landowners and watershed groups.
  • Oversees construction activities.
  • Prepares report of findings and recommendations for projects, to include all phases of final post construction close out.

Required Knowledge, Skills & Abilities:

  • Knowledge of principles and practices of conservation planning.
  • Ability to sketch and design site maps with project components.
  • Knowledge of heavy equipment and their capabilities.
  • Knowledge of surveying skills/GIS systems.
  • Ability to use Global Positioning System (GPS) equipment, navigation, modern survey and design equipment and related software for land surveying.
  • Knowledge of state, federal and local environmental / natural resource laws and regulations and regulatory permitting and documentation.
  • Knowledge of the function, organization and regulations of the area of assignment.
  • Computer skills with the capacity to learn various software packages.
  • Ability to communicate both orally and in writing and work effectively with conservation districts, state, federal and local governments and the public.

Minimum Qualifications:
Education: Bachelor’s degree from an accredited college or university with a major in a related field such as agricultural, biology, or environmental science.
Experience: None
Education Substitution: Associate degree from an accredited college or university in related field such as agricultural, biology, or environmental science and three (3) years of full-time paid employment in a related field such as construction, project management, natural earth sciences, engineering, forestry, mineral extraction, or environmental sciences. The Education
Substitution years of experience must be in addition to the required Experience.
Or
High school diploma and five (5) years of experience in a related field such as construction, project management, natural earth sciences, engineering, forestry, mineral extraction, or environmental sciences. The Education Substitution years of experience must be in addition to the required Experience.

Additional Preferred Qualifications:

  • Field experience in construction, heavy equipment capabilities and land surveying.
  • Knowledge of conservation BMPs.

Additional Requirements:

  • Dependable transportation and valid driver’s license.
  • Physical ability to lift and maneuver 40 lbs.
  • Pre-employment drug and alcohol testing.
  • Pre-employment law enforcement background investigation.
