The Idaho Department of Environmental Quality (DEQ) is hiring a water quality analyst for our Twin Falls Regional Office. This position is responsible for total maximum daily load (TMDL) monitoring, developing TMDLs, Rock Creek monitoring and yearly reporting, and working with staff and the public regarding harmful algal blooms and other water quality issues.

 Example of Duties

  • Develop TMDLs/5-year reviews with Watershed Advisory Groups (WAGs), Basin Advisory Groups (BAGs), DEQ State and regional offices, and US Environmental Protection Agency per Idaho Code § 39-3601.
  • Develop 5-year review assessments as scheduled by the DEQ State Office.
  • Develop and coordinate 5-year review assessments with WAGs and BAGs, including public negotiation and outreach.
  • Assist with water quality field monitoring and data analysis for TMDL development and 5-year reviews.
  • Define and validate specific sources of pollution from water users.
  • Define TMDL implementation efforts that are needed or are ongoing in the region’s subbasins.
  • Conduct statistical analysis of water quality data for presentation to WAGs and BAGs.
  • Develop strong negotiation skills for activities dealing with point and nonpoint sources.
  • Provide technical assistance to WAGs and BAG on § 319 projects being developed.
  • Provide technical expertise on § 319 project reviews.

Minimum Qualifications

Possession of a bachelor’s degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor’s degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.

AND

At least four (4) years’ experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

OR

Possession of a master’s degree in any of the above fields AND at least two (2) years’ professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

Specialty Minimum Qualifications (required for this position):

  • DEQ 3076 Total Maximum Daily Load (TMDL) – Have experience developing and implementing TMDL’s, conducting watershed assessments utilizing water quality and watershed assessment techniques for pollutants of concern, including familiarity with modeling and GIS analytical techniques; developing load and waste load allocations; writing water quality assessments and TMDL/Implementation Plans; presenting findings including technical water quality related information and modeling results to advisory and public interest groups. Typically met by one (1) year of work experience developing and implementing TMDL’s, conducting watershed assessments utilizing water quality and watershed assessment techniques for pollutants of concern, including familiarity with modeling and GIS analytical techniques; developing load and waste load allocations; writing water quality assessments and TMDL/Implementation Plans; presenting findings including technical water quality related information and modeling results to advisory and public interest groups.

Physical requirements:

  • Ability to sit and work on a computer for 2-4 hours at a time
  • Ability to reach and bend for filing purposes
  • Some periods of heavy reading and typing required
  • Ability to lift 30 pounds when working with file boxes
  • Some travel may be required
  • Must have a valid driver’s license
  • Ability to climb ladders, staircases, work on uneven terrain
  • Ability to lift and carry up to 30 pounds over rough terrain
  • Ability to work in adverse or inclement weather
  • Ability to work in extreme hot or cold temperatures both outside and inside
  • Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain
  • Must be able to swim and perform field monitoring work without on-site assistance or supervision
  • Occasional travel required
  • May work in vicinity of loud noise
  • May be required to travel and stay overnight in remote areas
  • May come into contact with hazardous waste/materials
  • Eyesight needs to be 20/20 (as corrected) to observe field compliance
