The EU Aid Volunteers project aims to strengthen the resilience and response capacity of vulnerable and disaster affected communities through the deployment of EU Aid Volunteers. EU Aid Volunteers deployment opportunities will be offered to 32 people in Colombia, Guatemala, Peru, Bolivia, Nicaragua, Senegal, Niger, Burkina Faso, Mozambique, Philippines, Palestine, Lebanon and Cambodia.

Through their volunteering deployments, EU Aid Volunteers will support the sharing of good practices and lessons learned around disaster risk management, Early Warning System, logistic chain in emergency response and resilience in vulnerable communities and help to boost and strengthen the humanitarian skills and capacities of a range of humanitarian actors.

The expected impact of the project is fully oriented to a whole process of skills creation and knowledge reinforcement, suitable to generate change on preparedness and resilience mechanisms among vulnerable populations, technicians and authorities at different levels, based on an active collaboration of key private and public humanitarian actors.

EU Aid Volunteers from a wide range of backgrounds will be deployed for periods between 2 and 12 months depending on the profile and needs of each participating non-EU country.

Operational details & security context

Action Against Hunger Colombia works in areas that are highly vulnerable due to an armed conflict that has lasted more than 50 years, increasing the instability of public security in general. Therefore, their teams are exposed to a higher level of individual and institutional responsibility for risks and threats, which makes self-protection and risk management in humanitarian aid necessary.

The organisation in Colombia has three key elements for security and protection:

1- The Security Plan of the mission in Colombia are guidelines for the management of the team's security.

Map/protocol, which includes all the rules and procedures to promote the personal safety and security of ACH-Colombia teams. The Management Protocol consists of four documents:

a. A general document for the entire mission containing the mandatory document the procedures to be followed by ACH-Colombia staff, contractors and visitors (National Security Plan).
b. Three field documents (local security plan) complement this national security information and apply to each work area according to the regional security plan, circumstances and characteristics, conflict analysis and security levels.

2- The positive implementation of a "security culture" to be aware of contextual events (casual conversations in the field and with various humanitarian actors, international organisations, etc.), in addition to the added value of in-depth knowledge of the context and 14 years of experience managing operations in complex contexts. This has given us experience in security and other types of incidents, as well as the ability to anticipate/prevent the impact these events have on the security of equipment/operations and security.

3- A safety management platform called SIRO (Safety Information Report) Operations) instantly updates the mission on regional and national events, keep a record of incidents and identify trends.
The local security situation is analysed every Monday in the field (during local coordination meetings) and the national office is informed on a monthly basis through a follow-up report on the activities of local teams. When arriving at the national office, this information is channelled through the Country Director or the contact person of the Ministry of Public Security. When the situation becomes unstable or in case of security incidents, special security meetings will be held within local and national teams.

Objective 1: Update of the Emergency Rapid Response Plan and Security Plans

  • Update of the Emergency Rapid Response Plan.
  • Update the security plans of the bases according to the established formats.
  • Provide technical concepts and support the follow-up and implementation of actions in the WASH sector in emergencies within the framework of the country programmatic strategy, grounded in the Colombian context.

Objective 2: Support the mission in Colombia of Acción contra el Hambre, in the development of actions related to DRR with additional emphasis on WASH management in emergencies, in ongoing projects, as well as the formulation of new processes, including a

  • Capitalization and systematizations of DRR and EWS initiatives from the mission.
  • Analysis of Best Practices / Lessons Learnt and dynamics of the DRR community and WASH Activities.
  • Contribution to the development of the DRR and ER institutional modules and trainings in the mission and with the strategic counterparts.

Objective 3: Promote a greater cross-cut of risk management in our projects and at mission level and support the contingency plan and emergency response preparedness

  • To support the identification and knowledge of risk (identifying threats and risks in our contexts), promoting measures of reduction and preparation (to determine actions at the Mission level and / or to be included in projects).
  • To support the identification and knowledge of WASH needs (identifying threats and risks in our contexts), promoting measures of reduction and preparation (to determine actions at the Mission level and / or to be included in projects).
  • To contribute to the preparation, dynamization, capitalization and dissemination of the material produced for or as a result of the Capacity Building workshop, and WASH actions on Disaster Risk Reduction.
  • To support the revision and update of the Emergency Response Preparation Plan in our missions (focused in WASH sector), to ensure that they are finally prepared, updated and appropriate for the context the mission is working in and to pilot the new ways of planning emergency response.
  • Mapping of humanitarian actors, local NGOs and other institutions entering in the emergency response phase and WASH actors in the country.

Communication and Awareness on EU Aid Volunteers Initiative

  • Promote local volunteerism in disaster risk reduction, prevention and response;
  • Train local volunteers on organization and implementation of volunteer-based activities, when applicable;
  • Promote partnerships and collaboration between local and European organizations;
  • Draft and publish articles describing volunteer's experience in the field;
  • Gather audio-visual materials to be used in a public awareness activity in the volunteer's local community in Europe;
  • In coordination with the NGOs partner of the project, organize and execute a public awareness activity once back in Europe.


  • The EU Aid Volunteer shall perform other duties, as required


No apprenticeship is foreseen for this position

Required competences


  • Master in civil engineer, environmental sciences/engineer or wash technician and related subjects.


  • Fluent (C1) written and spoken Spanish.
  • Upper-intermediate (B2) written and spoken English.


  • Excellent writing and communication skills.
  • Motivation to contribute to development and to serve others.
  • Good communication and interpersonal skills.
  • Teamwork


  • Experience and interest in working with rural communities, institutional relations, risk management, knowledge on environmental issues and disaster risk management.

Eligibility and exception criteria

The candidate for EU Aid Volunteers must be a citizen of the EU or a third country national who is a long-term resident in an EU Member State, and must have a minimum age of 18 years.

Availability for the following activities:

  • On site training from June 3rd to June 14th 2019 in Italy;
  • Pre-deployment induction in AAH HQ, in Madrid, starting mid-September 2019;
  • Deployment starting from late September 2019.

Condition of service

Learning Opportunities

The EU Aid Volunteer will attend a 30-hours online training and a 9-12-days on-site training before her/his deployment.

The on-site training will have a standard part for all the candidates and some optional modules, decided according to the competences of the EU Aid Volunteer and the needs of the hosting organization.
The EU Aid Volunteer will have a Learning and Development Plan for the on-going assessment of her/his competences during the deployment.

Working and Living Conditions

Length of Deployment:

  • 3 months

Deployment duty station:

  • Bogotá, with missions in the field

Conditions of service during deployment:

  • A monthly Subsistence Lump Sum (€364.38 per month) intends to cover basic needs and local transport.
  • In addition, for each month of deployment 100 euro of post deployment resettlement allowance are foreseen
  • Accommodation, Visa fees, insurance and airfares will be covered directly by sending and/or hosting organization.
  • The working calendar will be corresponding to the agenda and system established in the field.
  • For each month of voluntary activity two days of rest are foreseen, in addition to public holidays. It is highly recommended not to use the rest days during the first and the last month of deployment.

Conditions related to on-site training:

  • If a candidate volunteer is working outside of the EU, travel costs will be fully covered if EU citizens legally reside in a non-EU country for long-term or forever (i.e. who live in that country);
  • EU citizens who are on a temporary assignment in a third country that lasts more than 18 months;

Please note that more than one candidate per position will attend the training, to create an additional pool to cover drop-outs and unforeseen needs.

Shortlisting and Interviews

Interview Process

  • All the interviews will be done online. The interviews have the aim to explore both the competences and the motivations of the candidates;
  • The selected candidate/s for each vacancy will be notified by 03/05/2019 The date of the notification may vary according to the number of application received;
