Technical Expert on Transboundary Water Governance in the Mekong Region

SDC is one of the Development partners (DPs) supporting the implementation of the Mekong River Commission (MRC) Strategic Plan 2021-2025 and the Basin Development Strategy (BDS) 2021-2030. The financial and technical supports from DPs are crucial for the MRC to achieve its ambitious strategic shift towards more inclusive and proactive planning and coordinated management of water resources and infrastructures, which are of critical importance to the future of the Mekong Basin and the livelihoods of riverine communities. Switzerland is a member of the DPs Consultative Coordination Group (“Troika”) since June 2021, and will take over the Chairmanship of the Troika for one year from June 2022 until June 2023.

The consultant will be responsible for:

  • Supporting SDC during Switzerland’s Chairmanship of the MRC DPs Consultative Group in coordinating with all DPs contributing to MRC;
  • Providing inputs on strategic, operational and financial matters to support DPs’ engagement at MRC Governance meetings;
  • Facilitating information sharing among DPs, MRC and other actors.

The criteria for selection:

  • Advanced degree (at least Master degree or equivalent) in development studies, water governance, environment and natural resource management or other relevant fields;
  • At least 5 years of experience in working and coordinating with regional programmes/institutions in relevant field of work and with various stakeholders;
  • Excellent analytical, including financial, skills and experience in reviewing and extracting key information from long and complex reports;
  • Excellent written and oral English skills, including to prepare strategic statements in English language;
  • Knowledge and expertise in transboundary water governance in the Mekong Region is preferred;
  • Experience in stakeholder engagement and donor coordination is an advantage;
  • Demonstrable knowledge and understanding of gender, social inclusion and vulnerability issues in water governance or related fields is a plus;
  • Institutional knowledge of SDC and MRC is an asset;
  • Residence in Laos or neighbouring countries is preferred; if the consultant is based abroad, willingness and ability to travel several times to the Mekong Region during the consultancy time is required.

Contract duration: May 2022 to July 2023 for a maximum of 60 working days in total.
