REQUEST FOR EXPRESSIONS OF INTEREST (EOI) (CONSULTANCY SERVICES)

Purpose: Work with IUCN to analyse and promote the inclusion of Nature-based Solutions (NbS) in the Post-2020 Global Biodiversity Framework (GBF) and the revision of National Biodiversity Strategy and Action Plans (NBSAP) after the CBD Conference.

Duration of contract: 10 April 2022 – 30 Sep 2022 (short duration)

Background Information:

In 2021, IUCN and its partners are working on the research project on Nature-based Solutions (NbS) for synergizing Biodiversity Conservation and Climate Change in China. The project will analyse the role of NbS in the Post-2020 GBF and the NBSAP.

A planned workshop about NbS and the Post-2020 GBF will be organized before the second phase of 15th Conference of the Parties (COP15) of the CBD in Kunming. The policy recommendations will be submitted to China’s Ministry of Ecological Environment. After the second phase of the CBD meeting in Kunming,the other workshop will be organized to discuss about the analysis of the revision of China’s NBSAP based on the Post-2020 GBF.

Specific Objectives:

Based on the above objectives, the scope of work for this call includes the following:

(1) Summarise and analyse the positions of key stakeholders prior to the second phase of CBD COP15 in Kunming. Especially to summarise the positions by stakeholder’s on the role of NbS in GBF. The results will be provided to the Ministry of Ecological Environment and other official delegates.

(2) Analyse the revision of China’s NBSAP under the outcomes of post-2020 global biodiversity framework and provide policy recommendations to relevant decision makers in China

(3) Organise at least two workshops on the above topics and invite experts to provide relevant insights.

Activities:

  1. Desk review under IUCN coordination, the Consultant will review and analysis the positions by key stakeholders before the second phase conference of CBD in Kunming.
  2. Desk review under IUCN coordination, the Consultant will review and analysis the revision of China’s National Biodiversity Strategy and Action Plan under the outcomes of GBF if it achieved successfully in Kunming
  3. Interview with key insiders on CBD to prepare a report on key stakeholder’s position on the Post-2020 global biodiversity framework and recommendation for China’s revision of NBSAP after the CBD conference in Kunming.
  4. Two Workshop organized to gather the discussion by key insiders for above topocis.

Desired experience and qualification

The consultancy is open to individuals with the following expertise:

1. Ten (10) years of experience in forestry, ecology, civil engineering, and other related fields of expertise.

2. Excellent analytical skills and proven record of similar research project.

3. Demonstrated experience of working in collaboration with government agencies, international and nongovernmental organisations (NGOs)

4. Proven knowledge of international conventions including CBD and UNFCCC

5. Excellent English language proficiency
