We are seeking two lead specialist advisors in hydrogeology to join our Geoscience team. Our geoscience team, based in Cardiff, are responsible for the management and protection of groundwater, the management of land affected by contamination and clean-up of abandoned mines.

As a lead senior advisor in hydrogeology you’ll be expected to:

  • Provide technical advice on planning applications for new developments, including assessment of site investigation reports, risk assessments, remediation statements and remediation verification reports
  • Assess permit applications which pose a risk to groundwater
  • Manage groundwater resources, including assessing abstraction licence applications and their supporting hydrogeological impact assessments
  • Assess hydrogeological risk assessments for landfills, ensuring these sites comply with their permits
  • Advise our environment management teams on instances of pollution to land and groundwater and support enforcement action where required
  • Work with others to protect groundwater dependent ecosystems (wetlands)
  • Develop and manage projects to improve our understanding of groundwater and land contamination issues in Wales
  • Develop and provide advice on policy and guidance for compliance with EU Directives & domestic legislation
  • Advise the Welsh Government on developing legislation and guidance and provide support to relevant EU, UK and Wales Working Groups

What will I need to be considered for this role?

  • Post graduate degree level qualification in hydrogeology or equivalent
  • Substantial experience as a hydrogeological within industry or as a regulator
  • Membership of a relevant professional body, and preferably holding Chartered status
  • Awareness of the relevant legislation covering water resources, water quality and land contamination
  • A full UK valid driving licence

Role Description

Job Purpose:

To provide the expert technical lead on Hydrogeology and manage the preparation of NRW policy, programmes, plans, strategies and guidance. This will translate Welsh & UK Government policy into practical approaches to the point of delivery. You will work with colleagues from other teams in EPP and Operations, officials from WG and sector representatives.

Key Job Accountabilities

The post holder will:

  • Lead and project manage specific and complex issues that require development of NRW policies, strategies, plans, programmes including support on casework that is novel, contentious or of high public interest;
  • Provide advice to WG and other bodies in Wales and the UK as appropriate, and in-turn review and advise on the produced policy, plans and strategies.
  • Retain ownership and oversight of Geoscience policy area to ensure integrity of  NRW approaches with Welsh Government, Central Government and EU Policy intent;
  • Advise on evidence needs and opportunities, commission evidence & project manage evidence projects, in line with the agreed evidence programme;
  • Maintain a detailed working knowledge of the assigned sector(s) identifying the implications of legislative, technology and market changes for Natural Resources Wales and the sector(s) 
  • Contribute to task and finish groups, commissioned through the Business Boards, to prepare defined products as required;
  • Steer the overview and ownership of engagement with Welsh Government on the specific policy areas related to Geoscience.
  • Collaborate with the Team Leader to develop and deliver an agreed Personal Development Plan.

Key Job Qualifications or Knowledge

  • Knowledge of: Welsh, UK and EU legislation related to Hydrogeology, Water Resources, Water Quality & Planning; Welsh & UK Governments & EU policy drivers in Hydrogeology, Water Resources, Water Quality and Planning; and the issues and opportunities in Wales.
  • Knowledge and practical understanding of the range of partners and stakeholders and industries involved with Hydrogeology in Wales;
  • Experience of: In-depth understanding of the Hydrogeology discipline/ topic and the complex range of drivers and barriers to delivery;
  • Working in a programme and project management environment with Project Management experience and/or qualifications.
  • You will be a member of a relevant professional institution and have achieved Corporate Membership of a Professional body (eg Geological Society, MICE, MCIHT, MCIWEM or MRICS) at Chartered status (eg CGeol) or working towards chartership.
  • Representing the organisation in high profile and contentious issues in the public arena;
  • Share your knowledge and expertise to help solve problems, supporting all Heads of Business in EPP as required;

  • You will provide professional specialist expertise to policy development and implementation through visualising, developing, resourcing and commissioning of social, commercial, structural and environmental plans
  • You will lead and project manage specific, complex and often challenging issues working at a strategic level with project work that will typically carry a high degree of reputational risk
  • You will undertake complex practical or technical work, providing objective advice to others on specialist issues based on in-depth knowledge and experience
  • You will represent NRW externally conveying specialist knowledge
  • You will influence the work of others through your actions and decision making and the impact of your decisions will extend beyond your immediate team and function
  • You will be responsible for making decisions that will have a medium to long term impact both internally and externally, which may be at a national level and may relate to national policy

Who you will be working with

  • You will be involved in considerable external stakeholder liaison, representing NRW externally and conveying specialist knowledge
  • You will work with other specialist/technical staff and may lead them through complex or highly technical specialist programmes of work, through a matrix management approach
  • You may mentor less experienced colleagues
  • You will interact, develop and sustain relationships with a range of senior individuals both within NRW and externally at both a Wales and UK level

Where you will be working

  • Your role will be primarily office based but may entail travel between different NRW locations, as well as working at partner organisations and other premises

What knowledge and skills you need

  • You will have substantial experience in your field with a high level of knowledge
  • You will have a recognised professional/technical qualification or equivalent relevant experience
  • You will have the personal and professional credibility to act as an expertise witness in a public enquiry
  • You will be able to analyse and interpret a wide range of information, which may be complex, with the ability to extract key points and communicate this to others
  • You will be confident and able to discuss policy issues that may be technical or specialist with a range of audiences
  • You will have good inter-personal skills and able to develop and maintain good relationships and networks
