Country Dialogue Specialist (Africa)
The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their peoples.
Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions which reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.
Since its establishment, the GCF has mobilized 10.3 billion USD, accredited 75 entities to channel its resources and approved 93 funding proposals for a total investment from the GCF of over $4.6 billion. In addition, the decision has just been made to launch the first replenishment of the Fund.

The Country Dialogue Specialist – Africa (CDS) will contribute to the operational activities of the Fund. S/he will manage the African Regional Desk team – made up of internal staff and regional advisers – and will lead management of the Fund’s relationship with African National Designated Authorities and focal points (NDAs/FPs), as well as other regional stakeholders, with the objective of maximizing the success of the Fund’s operations in Africa aimed at mitigation and adaptation to the impacts of climate change. S/he will have functional responsibility for building the strategic engagement between the GCF and African countries, including through the provision of Readiness support for country preparedness to access GCF resources and the development of robust country programmes.
Duties and responsibilities
- Coordinate the work of the African Regional Desk team to build and maintain productive relations on the Fund’s operations in Africa;
- Enhance GCF’s strategic engagement with African countries, developing and delivering annual outreach and action plans at national and regional levels in support of the Fund’s strategies and of each countries’ climate action priorities;
- In close coordination with relevant experts at the Fund:
- Guide African countries to develop Country Programmes, including strategic project/programme pipelines and the identification of the most suitable entities to deliver on their pipelines;
- Guide African countries’ NDAs/FPs and relevant stakeholders, as may be required, to make strategic use of the Fund’s support tools and resources (e.g. Readiness Programme, Project Preparation Facility, RFPs…)
- Coordinate knowledge management activities relevant to African countries’ climate change action priorities and to the Fund’s overall operations in Africa by documenting, inter alia, feedback and lessons learned in reports for senior management;
- Recommend, as appropriate, improvements to the Fund’s programmes, guidelines, tools and procedures related to core areas of engagement with countries, particularly on country programmes and institutional arrangements in countries;
- Contribute to the review and decision-making process of the Fund vis-a-vis requests for the Fund’s resources (e.g. Readiness Programme, Project Preparation Facility, Funding Proposals…), particularly as they relate to country context, country ownership and alignment with country development and climate strategies;
- Contribute to the preparation of the Fund’s regular reports to the Board and other updates in relation to developing countries;
- Lead organization of GCF Structured Dialogues and other GCF events in Africa and represent the Fund, as may be required, in national, regional and international events to enhance engagement with relevant stakeholders;
Expected experience and qualifications
- Master’s degree in political science, economics, environmental/social sciences, international affairs/development or management;
- A minimum of 9 years of relevant experience, including experience in or working with developing countries in Africa;
- Policy dialogue skills, ability to identify and assess policy matters and play an active role in dialogue with government and other stakeholders;
- Experience in building capacity and institutional strengths and in supporting strategic planning;
- Experience in team management;
- Fluency in English is essential. Knowledge of French and of another United Nations language will be an advantage.
