Part Time International Procurement Consultant to assist the selection of Water Resources Management Firm

The WorldBank has approved a US$15 million funding assistance credit to the Government of Cambodia for Mekong Integrated Water ResourcesManagement Phase III (M-IWRMP III) with credit number 5777-KH . This project is the regional World Bankfinanced Mekong IntegratedWater Resources Management Program, which includes Cambodia, Laos, Thailand, Vietnam, and the Mekong River Commission (MRC).

Theobjective of the Project is to enhance Cambodia’s institutional capacity and infrastructure to sustainably manage its water andfishery resources in the northeast of Cambodia, andthus more effectively engage in trans-boundary water management. The projectwill be implemented in the Mekong river basin at the Northeastof Cambodia and the implementation duration of the Project is 5years(2016-2020).

The objective of the assignment is to assist the CNMC in Selection of Water ResourcesManagement Firm in accordance withProcurement Guidelines: (i)Procurement of Goods, Works, and Non-Consulting Services, and(ii)Selection and Employment of Consultants, January 2011, revised July 2014, under IBRD Loans and IDA Credits & Grants byWorld Bank Borrowers.

The assignment is to be performed on a part-timebasis, based at theCNMC’s office. The expected duration of services is 09 months and it is planned to commence in late September2016. The workplace of the Consultant will be at the CNMC Phnom Penh Office. In order to qualify for this position, thecandidate shallmeet the following experience and competence requirements:

At leastBachelor Degree in management, economics, business administration, engineering or any related field;

  •           Theprocurement consultant preferably to be an internationally qualified specialist in procurement of consultant services using theIDA’s procurement Guidelines: Selection and Employment of Consultants, January 2011,revised July 2014, under IBRD Loans and IDACredits & Grants by World Bank Borrowers.
  •           At least 10years of working experience in public procurement in developing countries, including at least 5 years inconducting procurement under WorldBank financed projects.
  •           At least 3assignments of international procurement experiences of similar assignment using the IDA Procurement Guidelines,
  •           Workingexperience in the region and knowledge of local language is preferable

The Consultant will be selected based on Individual Consultants selection method, in accordancewith the World Bank’s Guidelines “Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by WorldBank Borrowers, January 2011 and revised July 2014.
