Purpose of Position:
The purpose of this position is to lead all water planning functions within the Interstate Stream Commission (ISC). This position will be focused on fulfilling legislatively mandated requirements to update 16 regional water plans encompassing all regions of the State, and to integrate those regional plans into a comprehensive state water plan update. The position will be responsible for: periodic updates of the regional and state water plans; close coordination with each of the ISC’s basin managers to ensure ongoing planning efforts and to facilitate continued compliance with each of the State’s eight interstate stream compacts and attendant U.S. Supreme Court decrees. This position will perform active coordination and collaboration with senior Office of the State Engineer/Interstate Stream Commission (OSE/ISC) staff for strategic planning efforts to ensure sound management of the State’s limited water resources. This position will also be the lead face of the combined OSE/ISC agency for interaction with the public on all water resources planning matters.
This position is a Pay Band 80.

Minimum Qualifications

A Bachelor’s Degree in any field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment.  Any combination of education from an accredited college or university and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience.  A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience.  Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements: 
Must possess and maintain a valid New Mexico Driver’s License.

Working Conditions: 
Work is performed mostly in an office setting with exposure to visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Travel is required for various regional meetings. This will include driving a state vehicle.
