Background

The Sustainable Development Goals (SDGs), the Paris Agreement on Climate Change and the Sendai Framework on Disaster Risk Reduction highlight that for development to be sustainable it must become resilient to growing risks from climate change and climatic disasters. This is a critical agenda in the Arab region, which already stands as the world’s most water scarce and food import dependent region, and with temperatures rising faster than the global average. Climate change has emerged as one of the most complex and important phenomena exacerbating poverty and human insecurity in the Arab region. In catalyzing greater levels of water insecurity, reduced agricultural productivity, and fragility of land and ecosystem services, climate change is now generating social vulnerability, exacerbating conflict and triggering displacement in the region. Most of the conflict affected contexts in the region are also some of the world’s top climate risk hotspots, with climate-resilient approaches to development increasingly important from both crisis prevention and recovery perspectives. 
 

Focused on the nexus between climate action and human security, UNDP, in cooperation with several other UN agencies, is initiating a new programme that seeks to enhance the capacity of regional and national institutions to effectively take climate action in a way that brings benefits across SDGs and for crisis prevention/recovery efforts, including support to scale-up climate finance for innovative local solutions. In doing so, the programme brings together multi-lateral institutions in the region such as the League of Arab States (LAS) and the Arab Water Council (AWC), and leading UN system partners active on climate actions in the region, including the UN Development Programme (UNDP), the UN Environment Finance Initiative (UNEP-FI), the UN Human Settlement Programme (UN-Habitat), the UN Office for Disaster Risk Reduction (UNISDR), and the World Food Programme (WFP). 

Through joint actions, the programme would address two main priorities in the region that have been identified during the formulation process - to promote more integrated solutions for climate action that brings benefits across SDGs and for crisis prevention/recovery goals, and to scale up local partnerships and finance to this end. Through a combination of regional dialogues and technical assistance at the regional level, and innovation grants at the country level, the programme would generate three key outcomes: 

UNDP’s Regional Bureau for Arab States through its Regional Hub in Amman is looking to hire a Chief Technical Advisor/Project Manager (CTA) to lead the project. Under the direct supervision of UNDP/RBAS Regional Programme Coordinator and the guidance of the Climate Change, DRR, Energy and Environment Team, the CTA is responsible for the day-to-day management and timely delivery of the project and associated outputs in accordance with agreed timelines, standards and budget.

Duties and Responsibilities

1) Guide, support and facilitate the work of the project team in project implementation

In close collaboration with the Climate Change, DRR, Energy and Environment Team, Leader, and with other project Steering Committee members (LAS, AWC, UNEP, UNISDR, UN Habitat, WFP), the CTA will be responsible for project implementation and achievement of project results. 

The CTA will provide leadership and guidance to the project team and ensure coordination of all activities implemented by partner agencies LAS, AWC, UNEP, UNISDR, UN Habitat and WFP. He/she will lead the planning for the project’s activities and guide and support the project team to ensure timely allocation and utilization of resources through approved budgets and with observance of appropriate financial and budget controls. The CTA will review resource allocation in the light of the project’s strategic goals and outcomes and identify opportunities to attract or leverage resources. The CTA will ensure the identification of all significant risks and appropriate action including the implementation of a risk management strategy.

2) Substantive and advisory support

In close collaboration with the Climate Change, DRR, Energy and Environment Team at the UNDP Regional Hub in Amman and other project Steering Committee members (LAS, AWC, UNEP, UNISDR, UN Habitat, WFP); 

• Lead and manage the project’s technical delivery with focus on results. 

• Act as a lead resource person for the project in the field of climate change resilience in the Arab region ensuring UNDP’s credibility in delivery on a highly visible programme 

• Provide guidance and policy advisory services to the project stakeholders, i.e. governments and other national and regional partners (Private sector, NGOs, etc.) on climate resilience issues.

• Lead and engage regional and national partners in joint programming and policy results under the regional project.

• Review and clear information and communication materials, supporting the adaptation of relevant documents and tools, and promote a broad inter institutional collaboration and networks of expertise;

• Provide guidance, coordinate and capitalize on the tools in other thematic areas in order to ensure a cross-thematic approach.

• Provide advice to participating countries through respective UNDP Country Offices (COs) in shaping implementation of local activities under the project.

• Advise UNDP Regional Hub on matters of strategic coordination among UN agencies and other Steering Committee members, including beneficiaries and partners, and undertake related actions as needed.

• Provide substantive and managerial leadership for all the project team. 

• Lead the advocacy process for the project in line with the UNDP related global policies, norms and standards around climate change, as well as sharing best practices in the region.

• Support the development of a knowledge management system for the project and contribute to the broader knowledge management practices at RBAS and globally. 

• Be responsible for the timely preparation and quality control of all substantive technical reports, progress reports, briefs and other required documents, including those required for the project board meetings;

• Supervise outsourced research and dissemination of research findings

• In line with the project work plans, prepare technical specifications and ToRs for and recruit and manage the activities of the consultants and experts for the project; ensure coordination of the work of these consultants/experts with that of other responsible agencies. 

• Mobilize advisory support from the other teams at the regional hub or from other regions as necessary for the project’s implementation. 

• Ensure timely production and submission of all partial and/or progress reports by all members of the project team, contractors and project partners

3) Coordination

• Coordinate and collaborate with the other Steering Committee members (LAS, AWC, UNEP, UNISDR, UN Habitat, WFP) and other thematic teams at UNDPs Regional Hub in Amman to ensure a synergetic support to achieving results. 

• Coordinate with UNDP COs to support the implementation of the project activities at the national level. 

• Lead the preparations for and support key stakeholders such as LAS and AWC the Steering Committee (project board), project review and/or evaluation meetings; follow-up on the implementation of the project board decisions and recommendations; 

4) Partnership Building

• Provide advice on the development and mobilization of resources and partnership building with international, regional and local institutions and agencies working in climate-related sectors and fields (e.g. water, agriculture and food security, sustainable energy, urban planning, coastal infrastructure, tourism, etc.) under the supervision of the Regional Programme Coordinator and in close coordination with the RBAS Partnerships and Resource Mobilization Advisor. 

• Manage strategic project relations through liaising with individuals and institutions including government officials, UN agencies, international organizations, civil society, media, the private sector, and private foundations, under the supervision of the regional programme management and in close coordination with the RBAS Partnerships and Resource Mobilization Advisor 

• Identify sub-regional and inter-country development and integration opportunities and incorporate them into capacity development initiatives to address cross border issues and collaboration.

• Serve as UNDPs public advocate for the project in international fora and with civil society and the private sector, in close coordination with other Steering Committee members (LAS, AWC, UNEP, UNISDR, UN Habitat, WFP).

• Identify and nurture key strategic alliances as well as identify opportunities to attract or leverage resources.

• Support resource mobilization efforts/strategies for the project.

• Ensure timely and adequate reporting to donors.

Required Skills and Experience

Education:

 

Advanced university degree (master’s or higher) in climate change, environment or related field of study, preferably with a focus on nexus of climate change with broader development and crisis prevention/recovery issues

 

Experience:

• A minimum of 10 years of progressively responsible experience in programme management, project oversight and preferably partnership building in the UN, or other international inter-/governmental or non-governmental organizations at the regional and national level 

• Good knowledge of the Arab region and its climate change/energy and development related challenges and priorities, particularly in the context of the ongoing crisis and conflict related challenges. 

• Preferably, good professional experience and knowledge about climate change, environment and sustainable development issues at the global level and in other regions.

• A track record of working experience at regional and national levels in the climate change field with increasing managerial responsibilities and the ability to link to global policy development.
