Background

The goal of the Governance Reform Fund (GRF) project is contributing to human development through further strengthening government capacity in the implementation of public sector reforms with particular emphasis on further democratization, sustainable development, and rapprochement to the European Union (EU).  

The achievement of the above goal will be ensured through the two following mechanisms: (1) On-Demand [Consultancy] Services (ODS) - a targeted short-term policy advice; and (2) Capacity Development Fund (CDF) - sub-project initiatives leading to increased transformational change within institutions. Thus, the project aims to better accommodate the longer-term capacity development objectives of its national partners. 

Duties and Responsibilities

Partnerships:

  • Identify capacity development assets/needs in environment and energy sector;
  • Formulate capacity development response in consultation and cooperation with national counterparts; 
  • Coordinate implementation of initiatives (including sub-project activities and on-demand consultancy services) in environment and energy sector;
  • Provide guidance to implementing agencies through technical assistance, monitoring, training, cross-partner learning, and capacity development strategies;
  • Organize and participate in relevant work groups, meetings, conferences, and consultations; develop ideas into concrete partnership activities, outputs and goals at the project level for energy and environment-related initiatives in areas such as waste management/Extended Producer Responsibility, natural resources, biodiversity/forestry, climate change, etc.;
  • Ensure the active participation of government officials, non-governmental organizations, and relevant stakeholders to effectively engage civil society and facilitate exchange of information;  
  • Identify potential thematic areas for coordination, based on strategic goals of UNDP and donor priorities, and develop the relevant partnerships;
  • Explore new private sector partnerships to increase UNDP visibility support and possible resources in accordance with private sector engagement.

Policy and Research: 

  • Research potential opportunities for implementing new energy and environment-related initiatives in areas such as waste management/Extended Producer Responsibility, natural resources, biodiversity/forestry, climate change, etc. with government agencies;
  • Identify sources, and gather and compile data and information for the preparation of relevant documents, frameworks, and guidelines;
  • Compile all necessary information for reporting on energy and environment-related initiatives in areas such as waste management/Extended Producer Responsibility, natural resources, biodiversity/forestry, climate change, etc. and provide results to GRF and Country Offices; 
  • Ensure the documentation of energy and environment-related initiatives in areas such as waste management/Extended Producer Responsibility, natural resources, biodiversity/forestry, climate change, etc. and respective results frameworks is in accordance with UNDP guidelines;
  • Prepare strategies with regards to the energy and environmental-related aspects of GRF initiatives; organize follow-up efforts to support policy development work and decision-making on important issues; ensure the implementation of recommendations emanating from relevant reports;
  • Contribute to further resource mobilization activities.

Coordination: 

  • Provide support for the management of current and future energy, environmental  governance  and climate change initiatives, including the preparation of work plans, budgets, and proposals for implementation arrangements;
  • Record and maintain relevant documents for energy and environment-related initiatives in areas such as waste management/Extended Producer Responsibility, natural resources, biodiversity/forestry, climate change, etc.; 
  • Monitor the implementation of energy and environment-related initiatives in areas such as waste management/Extended Producer Responsibility, natural resources, biodiversity/forestry, climate change, etc. through conducting regular monitoring visits;
  • Support the integration and mainstreaming of energy and environment-related SDG targets and indicators into project strategy and implementation for optimal progress and impact reporting;  
  • Facilitate knowledge-building and knowledge-sharing through communicating best practices with regards to the management of energy and environment-related initiatives in areas such as waste management/Extended Producer Responsibility, natural resources, biodiversity/forestry, climate change, etc.);
  • Ensure timely and evidence-based reporting;
  • Provide feedback to improve the sustainability of project initiatives and activities, as necessary;
  • Perform any other duties and responsibilities required, as necessary.

Required Skills and Experience

Education:

  • Master’s degree in environmental and/or energy policy, natural resource management, international development, public policy and public administration or other related field.

Experience:

  • At least five years of relevant working experience in the fields of environmental/energy policy or sustainable development, preferably with international organizations or projects;
  • At least three years of coordination experience  in  project implementation and monitoring related to the environmental governance;
  • Strong experience in working with public institutions, non-governmental and private sectors;
  • Experience in writing project reports;
  • Experience in writing project success stories, lessons learned and best practices.

Language Requirements:

  • Fluency in Georgian;
  • Excellent command of written and spoken English.
