Key Functions

  • Plans and leads components of multi-disciplinary teams, leads and/or participates in internal committees, project teams, and working groups and/or provides specialized expertise on technical networks and/or international technical policy and/or international technical policy and standard setting bodies;
  • Develops technical, analytical, monitoring and reporting frameworks, and related methodologies, tools, systems and databases etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services;
  • Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications, and/or policy proposals as well as the provision of technical/policy/specialist/advice and expertise;
  • Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to Decentralized Offices and provides technical backstopping to field projects;
  • Collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools;
  • Promotes international cooperation/advocates best practices, increased policy dialogue and provides technical expertise at international/intergovernmental meetings;
  • Participates in resource mobilization activities in accordance with the FAO Corporate strategy.

Specific Functions

  • Advises member states of the Near East and North Africa (NENA) region to integrate climate change adaptation and mitigation policies and strategies in the national development agenda as they relate to food security, agriculture and rural development, and in mainstreaming agricultural activities and food security and nutrition objectives into the Nationally Determined Contributions (NDCs) and National Adaptation Plans
  • Serves as Climate Change focal point for RNE and, in liaison with HQ, supports countries of the NENA Region in the various processes related to the United Nations Framework Convention on Climate Change (UNFCCC)
  • Provides technical advice, capacity building and support to member states in the NENA region on their participation in climate change global processes and their implementation at national and regional levels and supports assessment of impact of climate change on agricultural development and food security and of agriculture on greenhouse gas emissions
  • Provides technical support to member states of the NENA region in developing and implementing climate change adaptation and mitigation programs and projects
  • Provides technical support to member countries of the NENA region to develop methods for sustainable management of natural resources that contribute to the agricultural production systems, including through biodiversity conservation and ecosystem restoration, using the principles of Sustainable Food and Agriculture promoted by FAO
  • Enhances and supports multi-stakeholder dialogues at national and regional levels in support to sustainable food and agriculture, including agro-ecological approaches
  • Supports the Delivery Managers of FAO RNE’s Regional Initiatives in delivering the planned expected results related to climate change and environment

Minimum Requirements

  • Advanced university degree in natural resources, environment, agriculture climate or related topics
  • Seven years of relevant experience in providing technical inputs and policy advice on climate change adaptation/mitigation in agriculture and conducting and formulating policies, strategies and development programmes and projects
  • Working knowledge of English, French or Arabic and limited knowledge of one of the other two or Spanish, Chinese, Russian

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions is desirable
  • Extent and relevance of experience and knowledge of one are all of the following disciplines– climate change, environment, and natural resources management
  • Extent and relevance of experience in the formulation and implementation of projects and in providing support to countries for technical assistance in the field of climate change, environment and natural resources management
  • Extent and relevance of experience in analysing natural resources and climate change and related issues
  • Extent and relevance of experience in the preparation of technical and policy reports, guidelines and manuals in the field of climate change
  • Ability to mobilize resources
