Technical Services and Operations (TSO) Division provides oversight for the construction, inspection, preservation, maintenance and operation of provincial highway and winter road networks, northern airports and ferries, bridges, and water-related assets. Also undertakes hydrologic forecasting, flood mitigation initiatives, environmental and Indigenous consultation services, and advances the safety and efficiency of Manitoba’s motor carrier industry. The Hydrologic Forecasting and Water Management Branch within TSO is responsible for providing overall direction and coordination required for the optimum development, allocation and conservation of Manitoba’s water resources. The Branch operates the provincial water management system, is responsible for administration of The Water Resources Administration Act, provides provincial flood forecasting services, develops operational and strategic policies related to water management and leads the provincial response to flood events. 

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must have a valid Class 5.0 Driver’s Licence.
  • Must be able to travel to field sites throughout the province by ground and air transportation with some overnight stays.
  • Must be able to work extended hours.

Qualifications:
Essential:

  • Diploma in Civil Engineering Technology or a related technology, with extensive related experience. A suitable combination of training and experience may be considered.
  • Experience with ESRI Arc GIS software.
  • Experience with hydraulic analysis and design of drains and crossings.
  • Experience with water resource science and management, analyzing and understanding water resource-related problems, situations or processes.
  • Strong written communication skills with the ability to prepare clear, concise and accurate technical documents and correspondence.
  • Strong organizational and time management skills to effectively manage multiple priorities and meet deadlines.
  • The ability to work independently with a high degree of initiative and judgment.
  • Strong team work and interpersonal skills to communicate effectively and courteously with internal and external contacts. 
  • Strong verbal communication skills with ability to deliver formal and technical presentations to a variety of audiences.

Desired:

  • Experience with agricultural drainage and related agronomics.
  • Knowledge and understanding of economic feasibility principles.

Duties:
Reporting to the Senior Water Control Systems Planning Engineer, the Senior Waterway Planning Technologist undertakes specialist technical services for the strategic planning of the Province’s agricultural land drainage infrastructure network. Provides specialist technical services related to water management planning exercises, investigations of water-related problems and disputes, planning and feasibility analysis, and conceptual design of physical water infrastructure works; participates in broader watershed and basin-based water management assessment and planning exercises; and provides hydraulic and water management services to the flood forecasting branch during flood periods.
