Reporting to the Senior Manager, Watershed Planning and Source Protection, the Source Water Information Coordinator is responsible for carrying out information management including complex GIS and database work and for collating technical work from external partners. This position provides the necessary support for the delivery of lead source protection authority duties as mandated under the Ontario Clean Water Act, 2006, towards the Drinking Water Source Protection Program at Conservation Halton.
- Develop and maintain data models for numerous datasets and large amounts of data – includes describing attribute table elements.
- Create, edit and update essential data (e.g. hydrography and land cover) using digitizing techniques.
- Produce data layers, maps, tables, and reports using spatial analysis procedures and GIS.
- Provide technical expertise and support in GIS technology to CH staff, the province, municipalities, etc.
- Source, secure, review and incorporate, through agreements as required, from partners and various sources, new base data and GIS reference material
- Create SQL server databases and maintain Access datasets or migrate.
- Develop and document database architectures to address program requirements including annual progress reporting and other duties as assigned.
- Upload threats assessment, water budget, assessment report, and annual progress reporting datasets into provincial databases.
- Write scripts and develop custom tools to automate GIS analysis and processing of geospatial datasets.
- Write, update, and maintain T-SQL, python and visual basic code to automate tasks such as compiling, sorting, storing, retrieving, extraction, processing and formatting of data, or performing GIS analysis. Write complex T-SQL queries to extract and combine data from multiple datasets to create reports/views.
- QA/QC outputs to ensure that the program is working as designed and the desired results are produced.
- Design, program, model, and document GIS applications and procedures for spatial analysis or to customize geographic information
- Support the continued maintenance of the technical Assessment Reports, involving, but not limited to extracting relevant information including GIS-based work and data from technical work and reports prepared by external partners/their consultants for inclusion in the Assessment Reports.
- An undergraduate degree or diploma in Environmental Sciences, Geography, Geographical Information Systems, or related discipline.
- A minimum of seven years relevant experience in GIS, data management, analysis, and programming involving technical work.
- A Certificate in database management or equivalent, and Certification in SQL server, are considered to be an asset.
- Experience in the drinking water source protection program is considered to be an asset.
- Excellent knowledge of ESRI ArcGIS Desktop and related extensions (Spatial Analyst, 3D Analyst, Network Analyst, Geostatistical Analyst), Microsoft SQL Server and Microsoft Office
- Strong experience in GIS methods related to creating, editing, managing, processing, analyzing, and displaying vector, raster and TIN datasets.
- Practical knowledge of GIS and RDBMS concepts, geomatics technology, data management and analysis, metadata standards, database design, database implementation, database maintenance, digital map production and cartographic principles and ability to troubleshoot problems.
- Working knowledge of photogrammetric principles and demonstrated ability to identify natural and anthropogenic features on digital aerial photography.
- Programming experience in using Visual Studio (Visual Basic), Python, T-SQL, ArcObjects and Model Builder.
- Experience in the comprehensive technical framework, technical bulletins, GIS symbology, etc. developed under the Clean Water Act, 2006 by the provincial government.
- Salary range of $76,685-$89,685 (based on skills and qualifications) annually based on a 35-hour work week
