 Project Overview: 

Kunzila Integrated Landscape Management and WASH (ILMWA) projrvt aims to improve health, wellbeing, and livelihood of people through improved WASH services in seven Kunzila watershed kebeles of North Achefer woreda in Amhara region. The project is being implemented since March 2020 and is 5 years project funded by the Embassy of the Kingdom of the Netherlands (EKN).

The project will construct three Multi village water supply schemes that will serve more than 11,000 people each.  These Piped schemes planned to serve more than one village is developed in areas with complex hydrogeology. As a result, all the schemes will be managed by organizing public utility. This is in line with the new guideline (MoWIE, 2018) of Public Utilities for multi-village water supply seeks to fill the gap between community management of simple point sources and full urban utility management. This seeks to retain an appropriate level of community participation but  at the same time bring in the professionalisation needed to deal with more complex water supply schemes.

SNV is seeking experienced and professional applicants for the position of Public Water Utility Management – Advisor for KILMWA Project in SNV Country office, Addis Ababa.

Job Description

Advisory Services: Advice and support the PM in rolling out of evidence and public water utility management model/ approaches and tools developed.

•Carry out assessments of the current practices in public water utility management issues and in relation with its development and functionality for proper management of MVWSS. 

Knowledge Development: Inform WASH knowledge agenda with direction set by the ILMWA project implementation modalities, SNV WASH Sector strategy and donor requirement/EKN.

•Support the development of case studies and report to the PM to be disseminated to larger audience/ stakeholders including GoE, EKN, SNV global and other NGOs working in the WASH sector.

Project and process development : Develop detailed implementation plan for the development and management of constructed MVWSS through public utility model.  

•In consultation with the Project Manager (PM) and with the SNV scope of work (SoW); engage in the preparation of detail fiscal and financial plans for public utilities.

•Capture lessons learned, stimulate internal and external knowledge exchange, and suggest ways how to translate this into practice and report to the PM.

People Management: Ensure that all people, regardless of gender and social status benefit from, and are empowered by improved water supply services.

•Implement and supervise capacity building for the board members, woreda staffs, and public utility staffs   in strong collaborating with zone and regional government to tailor a package of support based on their needs in utility management, financial management, operation & maintenance, planning, budgeting, coordination, implementation, monitoring, and reporting.

Positioning:  Seek opportunities for different kinds of partnership for enhanced quality program implementation and leveraging with the project at kebele, woreda, zone and region.

Business Development:  Identify and advice the PM on potential and new opportunities including donors for resource mobilisation or business development which is aligned to SNV sector strategy.

•Provide the business development team with relevant WASH information which could be helpful as an input.



A minimum of University Degree in Engineering, Economics, Environment, Business Administration, Public Administration, Law or other related disciplines.


At least 4 to 5 years of experiences in the water supply, sanitation and hygiene (WASH) sector including at least three years specific documented experiences in operation and management or institutional support to commercial management of water utilities management.

Contract duration

The position is offered based on a National contract for a term of 1 year with possible extension.
