Objective and Purpose of the Assignment

The Kosrae State Government-owned water supply and wastewater systems include Tofol water supply system,
the Tofol wastewater system, and the recently upgraded Utwe water supply system which was transferred
from the Utwe Municipal Government to the State in April 2013. Other municipal water supply and
wastewater systems in Kosrae may be transferred to the State in future including the Malem municipal
water supply system, the Lelu water supply system, and the Lelu wastewater system.

The Tofol water supply and wastewater systems are operated by the Kosrae Department of Transport and
Infrastructure (DTI) and the Utwe water supply system by the Kosrae Utility Authority (KUA). The State
intends to transfer the responsibility for operation and management of the Tofol water supply and
wastewater systems from DTI to KUA in the near future. KUA has established a water operations division
(“Water Department”). However, KUA’s core business remains delivery of electricity services and KUA’s
capacity to deliver water supply and sewerage services requires strengthening.

To assist KUA to strengthen its water supply and wastewater management and operation capacity, KUA seeks
the services of a Water Supply and Wastewater Treatment Plant Management Advisor with demonstrated
experience in effectively managing small water supply and / or wastewater treatment plants.

Scope of Work

The Water Supply and Wastewater Treatment Plant Management Advisor will assist KUA to strengthen its
Water Department and to delivery effective water supply and wastewater services.

Detailed Tasks and/or Expected Output

Specific tasks and responsibilities of Water Supply and Wastewater Treatment Plant Management Advisor
will include:

(i) In consultation with key stakeholders, including the Kosrae Island Resource Management Authority
(KIRMA), recommend appropriate level of service and standards for water supply and wastewater treatment
services provided by KUA for consideration of the KUA Board. Design and implement strategies to deliver
the agreed water supply and wastewater treatment level of service and standards.

(ii) Take responsibility for the day-to-day management of KUA’s water supply and wastewater treatment
plant. Ensure that the agreed water supply and wastewater treatment level of service and standards are
met.

(iii) Establish emergency procedures to ensure that water supply and wastewater treatment services are
maintained during all foreseeable emergencies and that KUA Water Department personnel are trained in the
emergency procedures. Ensure proper communication channels are maintained to alert the public and the
appropriate officials in actions and issues relating to any emergency.

(iv) Advise management of current and impending technical issues relating to the operations of KUA’s
water supply and wastewater treatment plants and propose technically and financially appropriate
solutions for the consideration of Management.

(v) Design and implement operational procedures for the KUA water supply and wastewater treatment plants.

(vi) Design and take responsibility for the implementation of preventative maintenance programs and
ensure that KUA’s water supply and wastewater assets remain in a serviceable condition at all times.

(vii) Supervise and take responsibility for daily monitoring the performance of the water supply and
wastewater treatment plants.

(viii) Assist KUA to strengthen the KUA Water Department assisting KUA to prepare and update Water
Department personnel plans, budgets, asset register, asset management and development plans, and
policies relating to KUA’s water supply and wastewater treatment plants and operational performance
targets.

(ix) To the extent authorized by the KUA General Manager, represent KUA in all matters regarding the KUA’
s water supply and wastewater treatment plant operations including liaison and interfacing with water
supply and wastewater KUA customers, other KUA departments and personnel, the KUA Board, Kosrae State
Departments, Kosrae State leaders, FSM personnel and departments that have jurisdiction or regulatory
responsibilities over water supply and wastewater services and other local, regional or international
parties.

Minimum Qualification Requirements

  1. The Water Supply and Wastewater Treatment Plant Management Advisor will have suitable qualifications
    and a minimum of 8 years’ experience in the operations and management of water and / or wastewater
    treatment plants. The Water Supply and Wastewater Treatment Plant Manager will report to the KUA General
    Manager and work closely with other KUA water operations personnel. Experience is operating small water
    supply and sewer treatment systems in Pacific developing nations will be considered favorably. Given
    that the assignment will be delivered in Kosrae in the Federated States of Micronesia (FSM) and the
    ongoing travel restrictions due to the ongoing coronavirus disease pandemic, preference will be given to
    candidates currently residing in the FSM.

Minimum General Experience: 10 Years
Minimum Specific Experience (relevant to assignment): 8 Years
