Call for External Review of Water Governance Domain
The Embassy of Switzerland is seeking firms/companies to carry out an external review of the Swiss Agency for Development and Cooperation’s (SDC’s) Water Governance domain of its Pakistan programme. The Water Governance Domain consists of SDC’s project portfolio in the areas of water and disaster risk reduction (DRR). The overarching goal of the review is to derive and learn lessons from SDC’s programming in the domain Water Governance in Pakistan since the year 2010. The lessons learnt from this review will contribute to knowledge and best practices shared with partners and to institutional learning within SDC itself.
The review process will be during February and March, with reporting and feedback expected to be completed by 15 May 2019.
The team/consortium required to carry out the review will include:
1. Team Leader
Overall responsibility towards SDC; proficiency in M&E of development and humanitarian programmes for international donors; good knowledge of the water sector and its political, social and institutional context;
2. Water Expert
Responsible for the water related aspects of the review; solid background and experience in the water governance sector, including scientific/technical, sociopolitical, economic and institutional expertise.
3. DRR Expert
Responsible for the DRR/CBDRR projects and DRR related aspects of the review; solid background and experience in the field of disaster risk reduction, including disaster risk management and related methods and approaches.
4. Economic Expert
Responsible for livelihood support projects; sold background and experience in the water sector, with particular focus on cost-benefit analysis and local legal frameworks.
5. Humanitarian Aid Expert
Responsible for emergency/relief and early recovery projects, in particular WASH, with particular focus on refugees/IDP response.
Experience in gender and DRR is required for all team members. Applications for the consultancy should include a technical and financial proposal, using the formal tender document. Applicants should be legally registered consulting firms/companies or groups of individuals with a designated, legally registered team lead (consortium). Individual consultants may not apply.
The deadline of submission of the final bid (hardcopy) in accordance with the formal tender requirements is 21.12.2018.
