Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change. GGGI supports stakeholders through complementary and integrated work streams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.
In the Philippines, the GGGI is implementing a number of initiatives aligned with its Country Planning Framework (CPF). Since 2015, GGGI, the Climate Change Commission (CCC), the Department of Trade and Industry (DTI) and the Provincial Governments of Palawan and Oriental Mindoro have been implementing the “Ecotown Scale-Up Project: Climate Resilient Green Growth Planning Project (CRGG Project)” to enhance the ability to respond to the impacts of climate change while promoting green growth in these two provinces. GGGI has also initiated work with the CCC to enhance the operationalization of the Peoples’ Survival Fund and facilitate the access by local government units and communities to long-term financing for climate change adaptation projects through the “Support for the Peoples’ Survival Fund Project (SPSFP)”. The work with the National Economic and Development Authority (NEDA) has already commenced under the “Mainstreaming Green Growth in Development Planning Project (MGGDPP)”, which aims to support the operationalization of the Philippine Long Term Vision, termed as “AmBisyon Natin 2040”, and the integration of green growth principles and approaches in the national and local development planning processes on the premise that green growth is a means to achieve the Sustainable Development Goals (SDG) and the Nationally Determined Contributions (NDC) commitments of the country.
Objectives/Purpose of the Assignment:
The Research Analyst (RA) shall be engaged primarily to support the implementation of the MGGDPP, the CRGG Project, as well as the other initiatives under Philippine Country Program. He/she shall work together with the designated members of the Philippine Country Team to ensure that the SDG and NDC are integrated in the various initiatives under the CPF, particularly the MGGDP and the CRGG Projects.
Scope of Work:
The RA shall perform the following functions, along with other tasks that may be required by the designated member of the Philippine Country Team.
The RA shall be based in the Philippine Country Office or in such other location as may be deemed necessary. He/she shall report directly to the GGGI Country Representative and/or the concerned Country Team member as may be designated. Among others, the primary activities that the consultant shall undertake are as follows:
Activity 1. Preparation of Individual Work Plan. The RA shall prepare his/her Individual Work Plan (IWP) to present how he/she will undertake the activities and produce the expected outputs within a proposed timeframe.
Activity 2. Preparation of Analytical Report Number 1: Mapping of SDG and NDC Initiatives. The RA shall review, research and analyze international, national, and local initiatives related to the SDGs and the NDCs to present their status, issues and challenges. In parallel, he/she shall analyze the various Country Team programs and discuss how these may take into consideration the relevant SDG and NDC initiatives such to minimize duplication while identifying potential opportunities for synergy. An outline shall be prepared by the RA and agreed with the concerned Country Team member prior to the commencement of the task.
Activity 3. Preparation of Analytical Report Number 2: Inputs to the MGGDPP. The RA shall analyze the MGGDPP and prepare an analytical report presenting detailed recommendations on how the SDGs and the NDCs could be effectively integrated in the design and implementation of the said project. He/she may be required to travel to satisfy the expectations of this activity. An outline shall be prepared by the RA and agreed with the concerned Country Team member prior to the commencement of the task.
Activity 4. Preparation of Analytical Report Number 3: Inputs to CRGG Project. The RA shall review the outputs of the consultants engaged in the CRGG Project and provide specific recommendations to mainstream the SDGs and the NDCs and refine the CRGG Indicators. In the course of this task, he/she shall travel and work closely with the provincial partners in Palawan and Oriental Mindoro. An outline shall be prepared by the RA and agreed with the concerned Country Team member prior to the commencement of the task.
Activity 5. Development and Delivery of SDG and NDC Training Module. The RA shall develop and deliver a Training Module on the SDGs and NDCs to enhance the understanding by target participants. He/she will be provided technical and administrative support in the delivery of the said training by the concerned Country Team member. The venue of the said training will be determined later.
Activity 6. Preparation of Assignment Completion Report. The RA shall prepare an Assignment Completion Report (ACR) to document the primary activities undertaken together with the lessons learned. The ACR shall include other secondary tasks that have been conducted by the consultant to meet the objectives of the assignment.
