Nature of Position
The Saco River Corridor Commission is seeking qualified applicants for the Environmental Compliance Evaluator position to handle all necessary enforcement actions on the Commission's behalf, and to ensure compliance of all existing Commission Orders. This position is part-time, typically 10-20 hours per month.
The Saco River Corridor Commission was created in the early 1970’s by the State of Maine legislature to protect the Saco, Ossipee, and Little Ossipee Rivers and their adjacent wetlands and lands from adverse impacts from intensive or poorly planned development. The Commission consists of one member and one alternate member from each municipality with land or a body of water within the Saco River Corridor. The Commission meets at least eleven times per year to administer and enforce a set of laws known as the Saco River Corridor Act, 38 M.R.S.A §951-969, and regulations adopted under that Act.
Functions and Responsibilities
I. COMPLIANCE OPERATIONS
A. Perform preliminary site investigations on all necessary projects seeking approval prior to the issuance of a Commission Order to ensure the accuracy of submitted information.
B. Write memorandums outlining the findings of the site investigations to include in the active file for development.
C. Take photographs of site investigations to form a basis of history for each project and maintain a filing system for such photographs.
D. Perform post site investigations on all necessary approved projects to ensure compliance with all conditions placed on Orders of the Commission.
E. Report any violations of Commission Orders to the Executive Director and work with the Executive Director during the restoration phase of violations to seek compliance.
F. Prepare a monthly compliance activities report to mail to the Commission Members during the third week of the month.
G. Develop and maintain an effective relationship with all municipal code enforcement officers.
H. Prepare and issue all Certificates of Compliance when required by the Commission consistent with the Commission's procedures.
I. Inquire into the status of construction on previously approved Commission Orders.
J. Prepare and send any miscellaneous correspondence relative to compliance.
K. Attend any necessary Commission Meeting to inform members of compliance activities.
II. ENFORCEMENT OPERATIONS
A. Develop and maintain all enforcement action files.
B. Incorporate a suitable filing system for enforcement actions.
C. Issue all correspond regarding violations including phone calls, writing enforcement letters, Consent Agreements and Orders of the Commission in order to ensure compliance with the standards of the Act.
D. Conduct necessary investigation and research in order to carry out necessary enforcement action.
E. Conduct follow-up on any outstanding violations to ensure compliance with the standards of the Act.
F. Prepare a monthly enforcement activities report to mail to the Commission Members during the third week of the month.
G. Attend any necessary Commission Meeting to inform members of enforcement activities.
