The Oregon Department of Environmental Quality's Eastern Region Water Quality Division currently has a full-time opportunity for an Integrated Water Resources Specialist (Natural Resource Specialist 3). The position will be in Bend or Pendleton (candidate can choose location where he/she would like to work). Please consider joining an innovative team, and work to advance our agency's mission to protect and improve Oregon's environmental quality. 

About the Division:

The Regional Divisions are responsible for implementation of Water Quality, Air Quality, Waste Prevention and Management, and Environmental Cleanup Programs; compliance inspection of permitted facilities; enforcement of permits and requirements; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; and direct contact and liaison with other governmental entities, industries, and the public.  The Regions consist of Northwest, Western, and Eastern.  This position is in the Eastern Region.

The Integrated Water Resource Strategy (IWRS) was developed at the Legislature's direction through House Bill 3369 (2009) and adopted by the Water Resources Commission in August, 2012. The strategy is designed to help Oregon meet its future water needs in terms of water quantity, water quality, and ecosystem functions. Numerous recommended actions identified in the strategy require improved alignment and integration of DEQ programs and activities with those of other state and federal agencies, tribal and local officials, community members, watershed councils, and others. What you'll do:
The Integrated Water Resources Specialist supports local integrated water resource planning efforts by providing technical assistance and water quality information as needed. The position will work closely with DEQ staff and with other agencies, tribal and local officials, community members, watershed councils, and other stakeholders to strategically align DEQ programs and activities with state and federal agencies and other partners to leverage resources and implement projects that achieve multiple environmental objectives. The position will also enable DEQ to assist with accelerated achievement of environmental outcomes by collaborating with other natural resource agencies on development and implementation of salmon recovery plans, water quality improvement plans, and other natural resource protection and restoration initiatives.

Working Conditions:
Work is done in an office setting (50-70%), in meetings (20-40%), and outside (10-20%). Statewide travel is required and occasionally long, varied working hours are involved. There is the possibility of working at sites where exposure to contaminated water and toxic substances may occur. 
Outside work mostly consists of field visits to project sites and some monitoring work. Outside work occurs most often in spring, summer, and fall, but may also occasionally occur in winter. Complaint investigations may also occur year round and may require sampling. The exposure to toxic substances would be rare; exposure to contaminated water is more routine in all the outside field work. 

* Driving is required in this position.  The successful candidate must have a valid driver's license.

Duties & Responsibilities
Major Duties:
  • Develop tools, procedures, and guidelines to support DEQ's implementation of the IWRS.
  • Represent the agency at public hearings, citizen advisory meetings, and technical advisory and local civic organizations.
  • Analyze water quality data to evaluate potential water quality impact of management measures and water management projects, and to assist in the design of approaches to meet water quality standards.
  • Provide water quality expert analysis to support project or planning objectives.
  • Evaluate potential effects of proposed actions on water quality, including water right applications and Division 33 reviews.
  • Obtain water quality morphology and stream characteristic climate land cover, geospatial, remote sensing, and other related data from electronic databases.
  • Work with other agencies on issues relating to integrated water resources planning.
  • Interpret data using computer modeling, statistics, and other analytical tools.
  • Respond to non-point source pollution complaints.
Qualifications, Required & Requested Skills
Minimum Qualifications:
  • Three (3) years of experience in a physical science, environmental science, or closely related natural resource field.
    • At least one year of the experience must be at a technical or professional level performing activities in a natural resource program, such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities; AND                   
  • A Bachelor's degree in a physical science, environmental science, or a closely related natural resource field, OR three (3) additional years of related, pertinent,  experience.                           


  • A Master's degree in a physical science, environmental science, or a closely related natural resource field will substitute for up to one year of the required experience.    
  • A Doctorate degree in a physical science, environmental science, or closely related natural resource field will substitute for up to two years of the required experience.

Desired Attributes/Requested Skills:

  • Excellent verbal and written communication skills.
  • Experience analyzing and interpreting water quality monitoring data, morphology and stream characteristics, climate, and remote sensing from electronic databases, including Geographic Information System analysis.
  • Experience conducting field work, obtaining and assessing data.
  • Knowledge of statistics and modeling techniques.
  • Experience researching complex issues and proposing solutions.       
  • Skilled in writing concise and clear reports.
