Context: The livelihood of a large proportion of India’s population—as the largest private enterprise with ~138 million farm families with an 18% contribution to national GDP—is at risk. Any shock on agricultural production already has social and financial repercussions for both the population and the country as a whole; it impacts rural income levels, Gross Domestic Product (GDP), and, in the worst years, poverty rates. The Government of Odisha (GoO) is focused on doubling farmers income and farmers’ well-being by addressing the constraints, optimal usage of available natural resources and using technology to ensure a growth that is environmentally, economically, and technologically inclusive, scalable, and sustainable. The GoO, to enhance and diversify agricultural production, enhance climate resilience, and improve water productivity in partnership with the Government of India is implementing the World Bank assisted project “Odisha Integrated Irrigation Project for Climate Resilient Agriculture (OIIPCRA)”. The project OIIPCRA is multi-sectoral in nature and will be jointly implemented by three line departments, i.e., (1) Department of Water Resources, Government of Odisha, (2) Department of Agriculture and Farmers Empowerment, Government of Odisha, and (3) Department of Fishery and Animal Resource Development, Government of Odisha, with clearly defined role and responsibilities. Objective: The objective of the current project is to provide technical support the government in its effort to improve economic resilience of farm households to climate risks and natural disasters through intensification and diversification of agricultural production, enhanced climate resilience, and improved water productivity in selected districts of Odisha. It is expected that the Technical Support Unit will support the implementation of the OIIPCRA by developing implementation modalities. Duties and Responsibilities The services of a District program Manager are required to work under the overall leadership and guidance of Director Fisheries for preparing the district and block wise annual action plan and budget requirement as per the approved PIP, aligning the aquaculture activities of OIIPCRA funded project, documenting field implementation data and undertake technical surveys & FGD, implementing the capacity building activities and inputs in the aquaculture subject matter trainings. He / she will be responsible for weekly project progress review and preparation of the annual reports and other required reports. He/she will Liaise with other sub-component leaders at district level, timely implementation of various activities and assist the District Fisheries 0fficer and concerned authorities in the District Administration. Under the supervision of the Director Fisheries, the incumbent will: Project management and implementation to ensure achievement of the project:
- Preparation of the annual action plan (district-wise and block-wise) and budget requirements for different activities under Aquaculture sub-component of the OIIPCRA funded project as per the approved project implementation plan (PIP).
- Support in the aquaculture activities of OIIPCRA funded project with State Fisheries Policy-2015 and State Agriculture Policy, SAMRUDDHI-2019.
- Implementation of the capacity building activities such as District/Block/Village level trainings, exposure visits to beneficiaries/officials to other states/districts etc.
- Liaison with other sub-component leaders of OIIPCRA project such as Agriculture, Horticulture etc. to explore the possibilities of integrated farming systems at the district level.
- Technical support to the project beneficiaries and local stakeholders.
- Timely implementation of project activities in time-bound manner.
- Support in preparing Monthly Project Progress reports.
- Weekly project progress review to the State Project Manager.
Ensuring the project monitoring and review, focusing on achievement of the following results:
- Document the field implementation data (beneficiary enrolments/ implementation progress milestone achievements) and undertake technical surveys & FGD etc. as directed by the State Project Manager.
- Assist the District Fisheries 0fficer and concerned authorities in the District Administration / OIIPCRA Project district level authorities.
- Provide inputs in the aquaculture subject matter trainings.
- Participate in District level OIPCRA project review meetings along with District Fisheries Officer.
Managing the project resources, focusing on achievement of the following result.
- Ensure coordination with state program manager and other district Govt. officials for smooth functioning.
- Ensure regular assessment of action plans and implementation to guide project improvement.
- Strategic guidance and management to ensure successful project implementation.
- Effective planning, organizing and capacity building activities in the district.
- Management of project finances achievement annual delivery plan.
- Overseeing project management on day-to-day basis at district level.
- Submission of weekly project progress review.
Any other work assigned by the supervisor.Institutional Arrangement: The individual shall report Director Fisheries, Govt. of Odisha. Director Fisheries will closely monitor the progress of the individual.

Required Skills and Experience Education:
- Masters in Fisheries Science/ MSc. in Zoology/MSc. in Marine Sciences/ MSc. in Marine Biology/ Masters in Fisheries Economics/ Industrial fisheries/ Fisheries Business Management.
Experience:
- A minimum 2-year domain experience in any area of Fisheries and Aquaculture. Preference will be given for Agri-Business Management. Diploma in Information Technology (IT)/ Computer Applications is essential.
- Additional years of relevant years of experience is desirable.
- Working experience with the Government of Odisha (desirable).
- Sound knowledge of UN/UNDP rules and regulations, policies, procedures, and practices (desirable).
Language Requirement:
- Fluency in Odia and English is essential.
Travel:
- As and when required, the individual may be expected to undertake travel within the state of Odisha.
