Objective and Purpose of the Assignment

The objective of the assignment is to coordinate closely with Water and Power Development Authority (WAPDA), Khyber Pakhtunkhwa (KP) departments concerned, and TA consulting firms on the implementation progress, security arrangement, and communications with key stakeholders.

Scope of Work

The scope of work includes frequent discussions and follow-ups with WAPDA, relevant departments of KP Government on the matters above; assistance in sequencing and planning various activities to facilitate TA implementation, project readiness financing (PRF) implementation, and ensuing project preparation; and reporting to ADB monthly on the progress made.

Detailed Tasks and/or Expected Output

The TA coordinator will perform the following tasks: (i) Meet regularly with concerned staff of WAPDA, relevant departments of KP government, and local communities and update status of various measures taken to facilitate TA implementation and ensuing loan preparation; (ii) Assist in WAPDA and KP Government in discussing and agreeing on cost sharing arrangement between federal and provincial governments, and follow up and update the status; (iii) Follow up with and provide assistance to WAPDA for PRF implementation; (iv) Maintain close communication with departments of planning and development, irrigation and agriculture, district administration and other agencies concerned under the KP Government and collect and reflect their views on project preparation; (v) Follow up and assist KP Government in preparing and implementing a comprehensive security plan for staff and consultants’ access to project sites for conducting various survey and design activities, and an effective communication mechanism with the tribes and/or community for issues such as resettlement, environment, water rights, and livelihoods; (vi) Join meetings, if needed or required, with concerned officials of the EAD, Ministry of Water Resources, and/or other federal agencies; (vii) Provide support in organizing workshops or meetings to facilitate communications among ADB, WAPDA, Ministry of Water Resources, and KP Government; (viii) Support ADB staff in discussions with the EAD, Ministry of Water Resources, WAPDA, and KP Government; (ix) Update regularly and submit monthly reports to ADB, WAPDA, and KP Government on the progress achieved and provide recommendations for improving communication and actions required; and (x) Other tasks relevant to the TA implementation and project preparation as required by project team leader.

Minimum Qualification Requirements

The TA coordinator should have a university degree in water resources, engineering or other relevant field and at least 15 years of experience in water resources and/or agriculture planning and development, and management of water and irrigation projects, ideally with experiences of managing ADB or World Bank financed portfolio. The project coordinator is expected to have demonstrated strong communication skills and good knowledge of KP province. Experience of working with federal and/or KP provincial governments will be an advantage.
