Job Description
The Virginia Department of Emergency Management (VDEM) is seeking qualified candidates for the position of IFLOWS Program Lead and Flood Mitigation Coordinator. 

The selected candidate will ensure Virginia’s preparedness and resilience against flooding events, whether river, weather or sea level relevant.  Provides expertise and experience in hydrological hazard mitigation and ensures increasing locality, community and state resilience to flooding events into the future.  The incumbent will serve as the primary manager of VDEMs Integrated Flood Warning System (IFLOWS) maintaining primary responsibility for ensuring all state flooding mitigation programs, flooding response, and compliance with all Federal and State regulations to ensure the effective, coordinated, and comprehensive mission of the agency and the Commonwealth’s Emergency Management System.  The IFLOWS Program Lead will ensure proper reporting compliance to the General Assembly for flooding-related allocations.  Resource allocation, efficiency, and quality of work product are a required major outcome.  The individual selected will be a primary contributor to all-hazards resilience operations within the Commonwealth.

All VDEM employees are designated as essential personnel and may be required to work during emergency situations such as inclement weather and natural or human-made disasters. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the Employee Work Profile.

Minimum Qualifications
  • Demonstrated ability to lead teams in setting priorities, remain within project timelines and produce deliverables.
  • Demonstrated ability to perform a variety of analysis and research in the fields of flood mitigation, climate science, hydrology, and civil engineering and recommend innovative solutions to climatologic, man-made and infrastructure-based flooding issues facing the Commonwealth, both short-term and into the future.  
  • Demonstrated success in leading and motivating teams with diverse mission sets and abilities.  
  • Superior interpersonal, verbal, and written communication skills effective across multiple sectors and disciplines. 
  •  Project management skills, budget preparation and effective oral and written communication skills. 
  • Skill to effectively prioritize, demonstrate good judgment and balanced decision making which reflects the mission of VDEM.  
  • Ability to manage people and projects to effectively achieve results and direct the work of others.  
  • Community/public engagement and outreach experience, and demonstrated communications skill, including ability to work with research scientists to translate and transfer climate adaptation and resilience research for community use and benefit. 
  • Experience in flood plain management, flooding mitigation, natural/estuarial mitigation use and economic or community planning. Experience with collaborating with federal, state, local government. 
  • This position will require approximately 50% travel ; a valid Virginia State Driver’s License is required.
Preferred Qualifications
  • Bachelor’s Degree from an accredited university in natural sciences or an equivalent combination of education and experience. 
  • Master’s Degree in public administration, natural sciences, hydrology, management and planning is preferred. 
  • Knowledge of FEMA’s public assistance, individual assistance and mitigation grant programs highly desired. 
  • Familiarity with VIMS programs. 
  • Experience/training in use of Geographical Information Systems (GIS) and visualization decision support tools preferred. 
  • Experience with grant writing is helpful. 
Special Requirements
Employment is contingent upon satisfactory results of a fingerprint-based criminal history background check, employment reference check, and E-Verify. The selected candidate must complete a State of Personal Economic Interests as a condition of employment, if applicable (Va. Code 2.2-3114). Other financial, credit, driving, or degree verification checks prior to employment may be required for certain positions. 

A one-year probationary period is required of all newly hired and re-hired Commonwealth of Virginia employees. 
 
This position is restricted due to funding sources.

Disclosure of vaccination status (and for those fully vaccinated, proof of vaccination) will be required on your first day of work. If you are not vaccinated for any reason, you will be required to be tested for COVID-19 once per week on an indefinite basis.
