Objective and Purpose of the Assignment
The assignment aims to continue to support the processing of the Dili Urban Water Supply Project (DUWSP)
for Timor-Leste to board approval stage, including the revision of the final draft detail engineering
design (DED).
Scope of Work
ADB will engage a Technical Specialist to support the revision of the final DED for the DUWSP by the
recruited project preparation consultants, Mott MacDonald. The ADB Technical Specialist will:
(i) Support and guide the comprehensive review of the final draft DED for the DUWSP in conjunction with
Mott MacDonald consultants;
(ii) Identify a proposed solutions for key technical, engineering and operational issues with the DED;
(iii) Assist the Mott MacDonald consultants to prepare a comments matrix for the revision of the final
draft DED;
(iv) Guide Mott MacDonald consultants on project processing and preparation of the loan documents.
Detailed Tasks and/or Expected Output
The Technical Specialist will be responsible for the following key tasks:
(i) Providing technical input to ADB documentation to support the project DUWSP processing.
(ii) Provide technical support and guidance to the Mott MacDonald consultants, in particular, by
providing background information and country context on the development to of the DUWSP DED.
(iii) Facilitate consultation between the Mott MacDonald consultants and the government, and BTL.
(iv) Identify potential project issues and risks from technical, engineering, operational and
institutional perspectives.
(v) Support BTL and DED consultants with technical aspects of the final draft DED and to effectively
integrate ADB requirements into the DED.
(vi) Review the quality assessment of the DED consultants documentation (assessment to be completed by
Mott MacDonald consultants). The Technical Specialist’s review will target the appropriateness on the
comment and guidance provided in the assessment comment matrix in the context and working environment in
Timor-Leste.
Minimum Qualification Requirements
Civil Engineer with a bachelor’s degree in civil engineering and with preferably 20 years of post-
graduate experience in planning, design, and construction supervision of water supply. Geographical
experience in TIM or the region is an advantage.
Substantial knowledge of development projects in Southeast Asian and/or Pacific countries (and 3 years
in Timor-Leste) as they relate to ADB’s work in the country.
Practical work exposure and understanding of environmental, social and economic dynamics of social
development and gender development, and an ability to liaise with such specialists.
Demonstrated strong interpersonal skills and the ability to work with minimal supervision and proven
ability to accomplish and present work with a high degree of accuracy and technical quality, in
relatively short time.
Ability to communicate effectively orally and in writing in order to communicate complex, technical
information to both technical and general audiences.
Language requirements: English language – excellent written and oral communication skills.
Minimum General Experience: 20 Years
Minimum Specific Experience (relevant to assignment): 15 Years
