The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
The United Nations Environment Programme New York Office implements legislative mandates of the United Nations Environment Assembly and the United Nations General Assembly, ensuring coherent delivery of its programme of work. Its mandate is to, among others, coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of the governments and the international community for action.
This position is located in the UNEP/New York Office (UNEP/NYO), which is part of the United Nations Environment Programme, Executive Office at Headquarters in Nairobi, Kenya. Under the direct supervision of the Director of the UNEP/New York Office, the incumbent will be responsible for the following duties:
- Coordinates, in consultation with other UNEP units, UN inter-agency cooperation at global level and focuses particularly on UN system-wide policy coherence and reform.
- Coordinates and supports engagement and/or represent, as required, UNEP in UN inter-agency mechanisms, i.e. Chief Executives Board, its UN Sustainable Development Group and its subsidiary groups/task teams, and the High-Level Committee on Programmes and related sub-groups; ensures effective participation and follow-up.
- Coordinates with UNEP’s focal points and support UNEP’s engagement in Interagency Support Group on Indigenous People and the interagency working groups on Small Island Developing States (SIDs), Least Developed Countries (LDCs) and Landlocked Developing Countries (LLDCs);
- Develops, implements and evaluates assigned inter-agency programmes/projects, in collaboration with UNEP divisions and regional offices; directs review of relevant documents and reports.
- Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including policies or programmes, in all areas and at all levels.
- Consolidates and keeps track of priorities identified by UNEP’s Governing Bodies in Nairobi and ensures support to the Assistant Secretary General (ASG) and the NYO to plan and coordinate suitable follow-up actions with Member States missions in New York, in coordination with UNEP’s Headquarters.
- Directs research and presents information gathered from diverse sources.
- Supports policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies.
- Undertakes survey initiatives; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
- Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
- Directs substantive support to consultative and other meetings, conferences proposing agenda topics, identifying participants, preparation of documents and presentations.
- Contributes to outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities..
- Provides guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Establishes collaboration and partnerships with key officials at all levels inside and outside the organization on interagency issues.
- Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff.
- Performs other relevant duties as required.

An advanced university degree (Master’s or equivalent) in international relations, environmental policy/sciences, economics or social sciences or related fields is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of ten (10) years of progressively responsible experience in inter-agency coordination and in the analysis, development and coordination of environmental and sustainable development policy is required.
At least three (3) years of progressive responsible experience in inter-agency coordination and in the analysis, development and coordination of environmental and sustainable development policy at the international level is required.
Relevant experience on environmental and sustainable development policy design is desirable.
Relevant experience in the functioning of partnerships and inter-agency mechanisms is desirable.
Relevant experience managing teams is desirable.
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Working knowledge of other UN languages is desirable.
NOTE: ‘Fluency’ equals a rating of ‘fluent’ in all four areas (speak, read, write and understand) and ‘Knowledge of’ equals a rating of ‘confident’ in two of the four areas.

Initial appointment against this post is for a period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
