The EU Aid Volunteers is an initiative of the European Union. It brings together volunteers and organisations from different countries, providing practical support to humanitarian aid projects and contributing to strengthening the local capacity and resilience of disaster-affected communities. Participants in the EU Aid Volunteers initiative must be over 18 years of age and be a citizen of an EU Member State or a long-term resident in the EU.

Description
WEWORLD-GVC (Italy), Alianza por la Solidaridad (Spain), Acción contra el Hambre (Spain) and ActionAid Hellas (Greece) are international non-governmental organizations that have joined their expertise in management of humanitarian action worldwide and now implement the “EU Aid Volunteers supporting and complementing Humanitarian Aid in Middle East, Africa, Asia and Southern and Central America” project.
The project’s aim is to improve the response and the resilience capacities of the most vulnerable local communities through needs-based humanitarian aid (HA) in the Middle East, Asia, Southern and Central America and Africa with the deployment of 58 EU Aid Volunteers and 4 online volunteers. The volunteers will be deployed in 34 hosting organizations in 22 third countries: Tunisia, Palestine, Lebanon, Burkina Faso, Mozambique, Peru, Guatemala, Bolivia, Brazil, Cambodia, Niger, Mali, Benin, Kenya, Nepal, India, Senegal, Mauritania, Georgia, Philippines, Colombia, Myanmar.

Humanitarian Context
WEWORLD-GVC have different offices across the WB, East Jerusalem and Gaza strip, accordingly those offices located in different areas and for this the security level system is different in each area as follow: Each office area has specific and different SOPs and procedures and the security level subject of change up on regular security assessment.
In particular, Gaza still requires specific precautions before and during mission and therefore EU Aid Volunteers are not at the moment allowed to enter Gaza. All EU Aid Volunteers are covered by an international health insurance which gives access to health facilities both in Palestine than in Israel.
WEWORLD-GVC security system and security plan are based on Security Level System (SLS) according to the geographic location of the offices. The Security Level System describes the general threat-based security environment. The Structured Threat Assessment evaluates five categories of threat: Armed Conflict, Terrorism, Crime, Civil Unrest and Hazards. Each category is evaluated using a point system, and a combination of these separate evaluations automatically determines the Security Level.
• Armed Conflict: Organized violence by groups fighting each other.
• Terrorism: Violence by individuals or groups against civilians or other noncombatant targets.
• Crime: Illegal activities undertaken for economic or personal gain. May or may not involve violence.
• Civil Unrest: Organized demonstrations or unauthorized disturbances to public order (e.g., rioting, looting). May or may not be violent.
• Hazards: Natural events or human-caused incidents which can lead to destruction, injury or death.
WEWORLD-GVC have adopted security system based on security levels for different areas in Israel/West Bank, Jerusalem and Gaza, as there are various movement restrictions, borders and checkpoints. WEWORLD-GVC have a Security and evacuation plan for the country wide and specific Standard Operating Procedures for safety and security, as well as movement in the field. During the period of political tension, WEWORLD-GVC mitigate through adapting to the situation and impose some movement restriction on staff in some cities in specific time frame, and implement no go zones and curfew hours during the tense situation.
WEWORLD-GVC Country Director and WEWORLD-GVC Security Advisor guarantee that EU Aid Volunteers are working under appropriate and optimal psychological and physical conditions.
WEWORLD-GVC Palestine follows high standard security policy and risk assessment procedures which cover the staff and all the EU Aid Volunteers involved in the activities implemented in the country. These measures, based on WEWORLD-GVC’s policies, are adapted to the needs of the local Palestinian context and constantly updated and they include travel and health risks.
WEWORLD-GVC Palestine security system includes: mission clearance system for all staff (EU Aid Volunteers included), both for field visits and regular daily movement, together with the constant daily monitoring on security situation.
These measures include security management and evacuation plan for all the actions, including the EU Aid Volunteers, as well as security training aimed at the local and international staff and EU Aid Volunteers.
As far as it concerns the EU Aid Volunteers in detail, a context-specific briefing on security and safety procedures is provided within 24 hours from their arrival in Palestine and/or at WEWORLD-GVC office. This briefing includes the results from the risk assessment, the evacuation and security plan, procedures for evacuation and repatriation, crisis management, contacts with Security Advisor and Security Focal points, all the details of Embassies, police, fire stations and hospitals. The security measures include as well health and safety measures to be adopted by the staff and the EU Aid Volunteers. The EU Aid Volunteers are also informed about local customs and the appropriate behavior in relation to risk and security management, as indicated in WEWORLD-GVC Palestinian’s policies.
WEWORLD-GVC Palestine has a part-time Security Advisor who works in Ramallah and is available 24h/24h, whom is responsible for: the security of WEWORLDGVC staff (local and international, including EU Aid Volunteers); the implementation of all security measures; the update of the security management system and its SOPs. Further, the Security Advisor, under the lead of the Head of Mission, is constantly in contact with UNDSS (UN Department of Safety and Security), AIDA (Association of International Development Agencies) and other security stakeholders. Through a security tree system, WEWORLD-GVC Security Advisor will constantly informs all staff members and EU Aid Volunteers though SMS and whatsapp messages of all security incidents and mitigation measure to be taken (24h/24h).
COVID-19 Prevention:
In light of the ongoing COVID-19 pandemic, WWGVC has established a Crisis Management Team and an assessment mechanism to monitor the situation in each country. We have implemented protocols for prevention, response and business continuity in order to adopt effective measures and safeguard our staff and beneficiaries. All of our staff and our EU Aid Volunteers must respect preventive measures and security protocols at all times, in addition to the measures imposed by the national governments. EU Aid Volunteers are covered by CIGNA insurance for the duration of the deployment and will receive a safety and security induction with a specific focus on COVID prevention. Mobility, access to field activities and offices might be restricted. Smartworking might be requested.

Tasks
Supporting the WASH Sector
• Taking part in WeWorld-GVC coordination meetings, external conference, workshops related to the WASH sector;
• Being in charge of support organizing, following and supervising WASH related activities in the ongoing projects;
• Collecting, updating and following up information related to the implementation of WASH activities and infrastructures in target communities;
• Supporting the WASH coordination in the implementation of WeWorld-GVC sectorial strategy and policies;
• Supporting the revision of BoQ and technical specification of service providers, suppliers and contractors involved in the implementation of the Projects’ activities;
• Supporting proper and smooth WASH activities implementation in strict coordination with WeWorld-GVC WASH coordinator, teams, local staff and partners;
• Being responsible to support smooth coordination with local and national authorities regarding WASH activities;
• Being in charge of monitoring all the phases of WASH activities implementation with particular reference to expected quality and results;
• Supporting in preparing and collect all sources of verification, deliverables and any other relevant needed documents;
• Constantly reporting to WeWorld-GVC WASH coordinator, line manager and tutor;
• Being in charge of supporting the drafting of interim and final reports related to, but not only, WASH and technical component to be submitted to donors;
• Supporting his line managers in performing of any other requested task, if any.Communication and Awareness on EU Aid Volunteers Initiative
• Promote local volunteerism in disaster risk reduction, prevention and response;
• Train local volunteers on organization and implementation of volunteer-based activities, when applicable;
• Promote partnerships and collaboration between local and European organizations;

• Gather audiovisual materials to be used in a public awareness activity in the volunteer’s local community in Europe;
• In coordination with the NGOs partner of the project, organize and execute a public awareness activity once back in Europe.Other

Required competencies
Studies:
- Degree in engineer, environmental science or related Water, Sanitation and Hygiene specialization;
- Abreast of current development and best practices in Humanitarian Principles and Accountability in WASH Programming;
Skills:

- Good interpersonal skills and stress management;

– Before her/his deployment the EU Aid Volunteer will attend an online training and face-to-face training. The latter is composed by a“virtual classroom” of 4 days (online) followed by an actual face-to-face training of 5 days.
– The EU Aid Volunteer will have a Learning and Development Plan for the on-going assessment of her/his competences during the deployment.Working and Living Conditions
Hosting Organization:· The Hosting Organization for the present deployment is GVC Palestine;
Length of Deployment:· 7months;
Deployment duty station:Jerusalem, Palestine.
Conditions of service during deployment:· A monthly Subsistence Lump Sum (489,84 Euro per month) intends to cover basic needs and local transport.· In addition, for each month of deployment 100 euro of post deploymentresettlement allowance are foreseen.· Accommodation, Visa fees, insurance and airfares will be covered directly by sending and/or hosting organization.· The working calendar will be corresponding to the agenda and system established in the field.· For each month of voluntary activity two days of rest are foreseen, in addition to public holidays. It is highly recommended not to use the rest days during thefirst and the last month of deployment. On the contrary, only travel costs from an EU country to the training venue shallbe covered.
Please note that more than one candidate per position will attend the training, tocreate an additional pool to cover drop-outs and unforeseen needs.
