About the Project

The position is for the project titled ‘Zero Hunger Panchayats: A collaborative Government- CSO initiative towards accessing public services in Jharkhand, India. The project will be implemented in 100 administrative bocks of 14 districts of Jharkhand. The project aims to

  • Establish 100 functional Help Desks (Nagarik NSKs NSK) at Block level as a bridge between the administration and community
  • Capacity building programmes are conducted for 80 Nagarik NSKs (new and existing) functionaries through a cascade model
  • Village level committees and the village assembly (Gram Sabha) are capacitated to development, implementation and monitoring participatory micro plans.
  • Advocacy activities are undertaken for policy changes, dissemination of best practices and knowledge exchange towards scaling up of e NSKs in the entire state.

Job Description

  • Lead the NRM based training aligned with GPDP planning
  • Liaisoning with the Block/ District Administration (AE/JE)
  • Should Have thematic understanding of MGNREGA and other social security schemes.
  • Capacity building of the team on NRM, Watershed works, MGNREGS works etc involved in the planning and implementation of the projects at Panchayat, Block and district level. 
  • Closely work with District Administration and Block administration for effective execution of the project area.
  • Document the project progress, submission of monitoring Reports, capturing success stories, facilitating visit by National/ State Team/ other partners etc.
  • Facilitating partnership and collaboration with MGNREGA, Department of Agriculture, Department of Welfare and Soil and water conservation department.
  • Standardize appropriate formats for bio-physical intervention tool kits (IECs), estimates, tracking systems, etc.
  • Review the Quality Assurance and Quality Control manuals for the block team.
  • Develop training manuals on technical intervention – planning, estimates, etc.
  • Support the team in preparing the progress reports, collection of information, monitoring, IEC activities, awareness building of the community on technical and operation and maintenance aspects;
  • Develop community technical cadres as planners, implementers and monitors.
  • Document case stories containing impacts of the biophysical intervention through convergence processes.
  • Take up additional activities from time to time assigned by the line manger

Qualifications/Experience/skills/knowledge and expertise

  • She/ he should have a Degree/Diploma in Civil Engineering.
  • Relevant experience of 3 year of experience in NRM, watersheds, Participatory Perspective planning, CBOs strengthening, work on governance at Panchayat level etc.
  • Willingness to travel to the field extensively as required in the project.
  • Working knowledge in MS Office application shall be preferred.
  • Understanding of national flagship programs like MGNREGA, NFSA etc. would be preferred
  • Experience in coordinating/dialoguing with block and district administration.
  • Strong interpersonal and communication skills
  • Ability to work with a range of people from diverse backgrounds in an open-minded, non-dogmatic manner.
