Description
The International Water Management Institute (IWMI) is seeking a Project Design and Implementation Consultant to lead the 4-month inception phase of the AlMURANAH- Building Climate Resilience through Enhanced Water Security in the MENA Region project, which is being funded by the Foreign, Commonwealth & Development Office (FCDO).
The objective of the project is to increase water security in the MENA region through the integration of Nature Based Solutions for Water (NBSW) and Agricultural Water Management (AWM) in the face of climate change and land degradation. To this end, the program will strengthen, empower and catalyze national capacities for the implementation and up-scaling of integrated NBSW/AWM through a transformational change process and by developing action-oriented field examples and recommendations that overcome technical and non-technical barriers to uptake and long-term sustainability of NBSW/AWM. It will generate evidence and understanding of the contribution NBSW/AWM can make to sustainably increase water security.
Based in Jordan or Egypt, the Project Design and Implementation Consultant will lead in-country teams/ consultants and work closely with the IWMI/ IUCN team to deliver the following Inception Phase outputs/ activities:
- Support establishment of the Project Implementation Unit (either in Egypt or Jordan)
- Organize Country level stakeholder engagement/ planning workshops (Egypt, Jordan, OPT and Lebanon) – for January/February 2022
- Rapid Political Economic Analysis (PEA) / Assessments in each country related to NbS interventions
- Update of the draft Project Results Framework and contribute to M&E Framework and Logframe, including expected KPIs
- Review existing NbS activities in Jordan, Egypt, OPT and Lebanon and more broadly in the MENA region and develop a longlist of NbS interventions.
- Conduct a stakeholder / partner implementation analysis for each country
- Develop country-level selection criteria for NbS interventions
- Develop of Terms of References for Project Steering Committee, Project Implementation Unit and Country level Project Steering Committees and recommend people for each committee. l
- Development of a stakeholder engagement and communications plan
- Develop the Year-1 Project workplan and budget
- Update of risk register and risk management plan and develop a delivery chain risk map
- Regional Inception Workshop
- Develop an Inception Report
Requirements
It is anticiapted that the four-month Inception Phase will be from 1st December 2021 to 31st March 2022 so consultant must have immediate availability.
Qualfications
- Significant experience in natural/ water resources management and project management, with knowledge of nature-based solutions, environmental science, and climate change adaptation and mitigation.
- Proven ability to design and implement water and natural resource management projects in the MENA Region.
- Extensive project design and project management experience on large donor-funded projects in the MENA Region.
- Experience leading, managing and/or providing technical contributions to complex donor-funded applied implementation projects in the MENA Region.
- A good understanding of nature-based solutions in the context of integrated water resources management and climate change adaptation.
- Ability to work collaboratively as part of multidisciplinary, regionally dispersed team.
- Ability to establish and maintain partnerships and working relationships with governments, development agencies, civil society organizations, the private sector, and research and similar institutions in the MENA region.
- Languages – Arabic with excellent oral and written communication skills in English, with the proven ability to produce high-quality reports.
This consultancy is subject to final contract negotiations with the donor.
