OFFER DESCRIPTION

Notice – The University of Trás-os-Montes and Alto Douro (UTAD) opens a Common Competitive Procedure for Hiring under a Fixed-term Public Employment Contract to fill one position in the career/category of Junior PhD Researcher, in the field of Earth and Environmental Sciences.

1. By my order dated 6th October 2021, in the use of my own competence, in accordance with the provisions of paragraph d), of no. 1, of article 92 of Law no. 62/2007, of 10 th September and in paragraph j), of no. 1, of article 30 of the UTAD Statutes, approved in annex to Normative Order no. 5/2019, published in Diário da República, 2.ª serie, no. No. 52, of March 14 th, it was decided to open an international selection competition for 1 (one) post of PhD to carry out scientific research activities in the scientific area of Earth and Environmental Sciences, under a fixed-term public employment contract for a period of thirty-six months, which can be renewed in accordance with the provisions of No. 2 of Article 6 of the Statutes of UTAD. No. 2 of Article 6 of Decree-Law No. 57/2016, of 29th August, with the changes made by Law No. 57/2017, of 19 th July, which approves the scheme for contracting PhD holders aimed at stimulating scientific and technological employment in all areas of knowledge hereinafter referred to as RJEC, with a view to developing research activities within the scope of the research project “SoilRec4+Health – Soil recover for a healthy food and quality of life (NORTE-01-0145-FEDER-000083)“, from the R&D Unit Centre for the Research and Technology of Agro-Environmental and Biological Sciences (CITAB).

2. Applicable legislation:

Decree-Law no. 57/2016, of 29th August, in the wording given by Law no. 57/2017, of 19 July, which approves a scheme for hiring doctorate holders aimed at stimulating scientific and technological employment in all areas of knowledge (RJEC); Regulatory Decree no. 11-A/2017, of 29th December; General Law on Labour in Public Functions (LTFP), approved in annex to Law no. 35/2014, of 20th June, in its current wording.

3. Under the terms of article 16 of Decree-Law no. 57/2016, of 29th August, in the wording given by Law no. 57/2017, of 19th July, the present tender procedure is exempt from the authorization of the members of the Government responsible for the areas of Finance and Public Administration, namely the one referred to in no. 3 of article 7 of Law no. 35/2014, of 20th June, in its current wording. The present tender procedure is exempt from obtaining the prior favourable opinion of the members of the Government responsible for the areas of finance and Public Administration, referred to in no. 5 of article 30 of the LTFP and from the procedure for recruitment of workers in a situation of requalification, referred to in article 265 of the LTFP.

4. In accordance with article 13 of RJEC, the competition jury is composed as follows:

President – João Carlos Andrade dos Santos, Associate Professor with Habilitation from the University of Trás-os-Montes and Alto Douro;

Effective Member – Pedro Alexandre Mogadouro do Couto, Assistant Professor from the University of Trás-os-Montes and Alto Douro;

Effective Member – João Paulo Fonseca da Costa Moura, Assistant Professor from the University of Trás-os-Montes and Alto Douro;

Substitute Member – Henrique Manuel da Fonseca Trindade, Associate Professor with Habilitation from the University of Trás-os-Montes and Alto Douro;

Substitute Member – Helder José Chaves Fraga, PhD Researcher from the University of Trás-os-Montes and Alto Douro.

5. Place of work: University of Trás-os-Montes and Alto Douro.

6. The monthly remuneration to be awarded is that established in paragraph a) no. 1 of article 15 of RJEC, and the initial level established in article 2 of Regulatory Decree no. 11-A/2017, of 29 December, corresponding to level 33 of the single remuneration table, approved by Ministerial Order no. 1553-C/2008, of 31st December, being 2,134.73 Euros.

7. Work plan:

Selection and analysis of climate simulations. Scenarization. Application of bias correction, calibration, validation and downscaling methodologies.

Development of algorithms for integration of soil-transfer functions and soil water balance. Soil parameters determination. Application of geographic information systems for integration of the information generated in a digital atlas and in a decision support platform/interface.

8. National, foreign and stateless candidates may apply to the competition if they hold a PhD degree in the scientific area of Earth and Environmental Sciences, and have a scientific and professional curriculum vitae that reveals a profile perfectly suited to the activity to be developed. In particular, the following are considered mandatory requirements

     a) At the time of application, applicants shall hold a Ph.D. in the above-mentioned scientific area;

     b) Relevant proven experience in geographic information systems and climate, environmental and hydrological modeling;

     c) Proven experience, through publications in scientific journals with international arbitration in applied climate research;

      d) Proven English proficiency;

      e) immediate availability to work at the University of Trás-os-Montes and Alto Douro (in Vila Real).

Other non-mandatory, but preferential requirements are:

    (f) proven experience in statistical analysis and computer programming.

If the PhD has been awarded by a foreign higher education institution, it must be recognised/registered in a Portuguese institution and any formalities established therein must be fulfilled by the application deadline.

9. The general requirements for admission to the competition are those defined in article 17 of the LTFP.

10. In accordance with article 5 of RJEC, the selection is made through the evaluation of the candidates’ scientific and curricular background.

11. The evaluation of the scientific and curricular career focuses on relevance, quality and current impact of:

     a) The scientific production on the last five years considered to be more relevant by the candidate;

     b) The applied or practice-based research activities developed over the last five years and considered as having the greatest impact by the candidate;

    c) The competences revealed in point 8;

    d) The activities of outreach and dissemination of knowledge developed in the last five years, namely in the context of the promotion of culture and scientific practices, considered most relevant by the candidate.

12. The five-year period referred to in the previous number may be extended by the jury, at the candidate’s request, when grounded on the suspension of scientific activity for socially protected reasons, namely for reasons of parental leave, prolonged serious illness, and other situations of unavailability for work that are legally protected.

13. Evaluation criteria are

     C1) Evaluation of the applicant’s scientific activity in the last five years, based on an overview of the merit of the applicant’s scientific and curricular career, namely the coherence and quality of the CV, as well as the diversity and quality of scientific indicators, including articles in international scientific journals with high impact in the area, books and book chapters, internships and complementary academic and/or scientific training, in particular the indicators related to the requirements presented in point 8.

    C2) Evaluation of the professional activities developed in the last five years and considered of greater impact by the candidate, in particular the activities related to the requirements presented in point 8.

14. The final classification system of the candidates will be expressed on a scale from 0 to 20, being the final classification (CF) determined by the following formula:

CF= C1(75%) + C2(25%)

The sub-criteria will be valued according to the table below:

C1: Scientific activity (75%)

     – Articles in specialized peer-reviewed and indexed journals: 45%

     – Oral Scientific communications: 5%

     – Poster Scientific communications: 5%

     – Books and book chapters: 5%

     – Membership in scientific projects: 10%

     – Complementary academic and / or scientific training: 5%

C2: Professional activity (25%)

     – Relevant professional experience: 20%

     – Dissemination and outreach activities: 5%

15. The jury deliberates by means of a reasoned roll-call vote in accordance with the adopted and disclosed selection criteria. Abstentions are not allowed.

16. Minutes of the jury meetings shall be written, containing a summary of what took place, as well as the votes issued by each member and respective reasoning, and they shall be made available to the candidates whenever requested.

17. After concluding the application of the selection criteria, the jury shall prepare the ordered list of the approved candidates with the respective classification.

18. The jury’s final deliberation is homologated by the institution’s top manager who is also responsible for deciding about hiring.

19. Formalizing applications:

19.1 – Applications are formalised by means of a request addressed to the Rector of the University of Trás-os-Montes e Alto Douro, containing the identification of this notice, the full name, filiation, number and date of the identity card, the name of the applicant, and the date of the identity card.

19.2 – The application is accompanied by the documents proving the conditions provided in points 8 and 9 for admission to this competition, namely

a) Letter of motivation;

b) Copy of the certificate or diploma of the doctoral degree;

c) Doctoral dissertation;

d) Detailed curriculum vitae, structured in accordance with the items in points 10 and 12;

e) Other documents relevant to the evaluation of the qualification.

19.3 – The candidates submit their applications and supporting documents electronically, sent to the e-mail address [email protected] until the last day of the competition opening period , which is set at 10 working days after publication.

20. Candidates who formalise their application incorrectly or who do not prove the requirements demanded in the present competition are excluded from admission to the competition. In case of doubt, the jury has the faculty to require any candidate to produce documents to support his declarations.

21. Any false statements made by the candidates shall be punished under the terms of the law.

22. The list of admitted and excluded candidates as well as the final ranking list shall be posted at UTAD’s premises – Human Resources Services (SRH), and published on the website https://www.utad.pt/srh , and candidates shall be notified by email with a receipt of delivery of the notification.

23. Prior hearing and deadline for the final decision: In accordance with article 121 of the Administrative Procedure Code, after being notified, the candidates have 10 working days to state their opinion. Within 90 days, counted from the deadline for submitting applications, the jury’s final decisions are made.

24. The present competition is exclusively aimed at filling the indicated vacancy and may be terminated until the homologation of the final ranking list of the candidates and expires with the respective occupation of the job position on offer.

25. 26. Under the terms of Decree-Law no. 29/2001, of 3rd February, the disabled candidate has preference in equal classification, which prevails over any other legal preference. The candidates must declare in the application form, under oath, the respective degree of disability, the type of disability and the means of communication/expression to be used in the selection process, under the terms of the above mentioned diploma.
