DUTIES AND RESPONSIBILITIES
Under the supervision of the Director, Disaster Risk Reduction and Public Services Branch, the incumbent will perform the following duties:
(a) Leads in the development, implementation and evaluation of assigned Disaster Risk Reduction (DRR) and Public Weather Services (PWS) related activities, including in the context of specific projects; monitors through the analysis of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions;
(b) Collects, researches, analyzes, consolidates and presents relevant information on service delivery, for effective implementation, monitoring and maintenance of the WMO Strategy for Service Delivery;
(c) Monitors recent scientific developments, trends, good practices and successful models implemented world-wide, analyzes their implications with regards to WMO service delivery ambitions and goals and recommends additional issues for consideration and;
(d) Actively engages in the secretariat support to the activities and processes of WMO Technical Commission for Weather, Climate, Water and Related Environmental Services and Applications (SERCOM), its subsidiary bodies and other WMO bodies as appropriate;
(e) Collaborates with relevant partners inside and outside WMO and proposes external partnerships and networks related to services delivery;
(f) Elicits, evaluates and consolidates policy options proposed by partners, ensuring an integrated approach to WMO’s advice and support to WMO Members (national counterparts in government) and external partners;
(g) Represents WMO in relevant fora to help influence and advance policy on achieving the agreed goals and targets;
(h) Supports relevant colleagues in all WMO Departments on services delivery aspects, particularly on approaches to accelerate the achievement of the Organization Strategic Objectives;
(i) Identifies, evaluates and presents issues and proposes recommendations to WMO Management and external partners on how work can be optimized to adapt to emerging trends;
(j) Identifies, assesses and highlights risk factors, as well as early-warning indicators that may undermine the achievement of agreed goals and targets and suggests appropriate measures to address them;
(k) Provides advice on global/corporate guidelines, standards, tools and other materials related to service delivery;
(l) Develops and contributes to knowledge-based tools, publications and materials related to sustainable development policy;
(m) Prepares training material and support training activities related to service delivery, as well its contribution to social and economic benefits of society;
(n) Supervises/manages/guides/supports staff, consultants and interns as necessary;
(o) Carries out any other relevant duties as required.
QUALIFICATIONS
Education
Master’s degree or equivalent in meteorology or related area.
Experience
A minimum of eight years of combined national and international progressively responsible experience in operational service delivery or closely related area is required.
Other requirements
Ability to develop, implement, monitor and evaluate assigned programmes and projects. Ability to plan, organize and manage the work with minimum supervision. Perfect adherence to UN values and the WMO code of ethics. Excellent knowledge of Microsoft Office applications. Ability to write reports clearly and concisely and ability to conceptualize and implement projects. Understanding of the United Nations, including WMO programmes and activities and international organization processes would be an advantage. Excellent interpersonal and communication skills both orally and in writing. Ability to work in a multicultural environment and to foster diversity and team spirit.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.
(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
The Secretary-General may appoint a candidate at a grade below the advertised grade of the post, with the possibility of promotion to that grade within three years of appointment, subject to satisfactory appraisal of performance.
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES
Annual net base salary on initial appointment is: US$ 74913
Annual post adjustment on initial salary is: US$ 55511 (in addition to the net base salary)
