PURPOSE OF THE POSITION
World Vision International – Laos (WVIL) has recently been awarded 1,500,000 USD grant from the New Zealand Ministry of Foreign Affairs and Trade (MFAT) Grant, and World Vision International New Zealand toimplement the Samoui Nutrition Action Project (SNAP) in Samoui DistrictLao People’s Democratic Republic (PDR), Commencing on 6th August 2020 to 25th June 2025:
The Project is part of World Vision New Zealand’s regional Program WOVEN (Tui Tuia te Oranga), Wellbeing Outcomes to end Violence, Enable livelihoods and improve Nutrition (2020 – 2025).
World Vision International Lao PDR’s SNAP Project (Samoui Nutrition Action Project) in Salavan province, supported by the New Zealand Government, aims to create supportive conditions for enhanced household nutrition. The Project will improve nutrition outcomes, particularly for young women and children under five, by addressing key determinants of malnutrition in households in 15 villages in Saravan Province, improving dietary intake, infant and child feeding and care practices, and changed hygiene practices, gender relations at household level and adolescent transition to adulthood. The Project will have a strong focus on the first 1000 days of life which are critical in addressing childhood malnutrition.
The intended goal of the Nutrition Project is that young children have improved nutritional status. The Project will improve nutrition outcomes, particularly for boys and girls in the 1000 days framework by ensuring;
1) Improved dietary and care practices among women of reproductive age and children under five
2) More adolescents’ transition to adulthood with improved health, nutrition and equitable gender behaviours
3) Reduced incidence of selected Water, Sanitation and Hygiene (WASH) related illnesses, which contribute to malnutrition
4) Children and their caregivers have improved access to timely, regular, health and nutrition services
5) Improved access to nutritious food year-round.
The project seeks to hire a WASH Coordinatorwho will be Responsible for technical support and leadership for WASH activities. This position is based in the Saravan provincial office and reporting to the Project Manager – SNAP project (WV).
The WASH Coordinatorwill work closely with the SNAP team and contribute to achieving Outcome 2 by providing leadership and technical support to Water, Sanitation and Hygiene activities across the SNAP Project. Responsibilities of this position will include:
- Training Village Water and Sanitation Management Committees (VWSMCs) members, LWU volunteers & VHWs on personal and environmental hygiene and the importance and practice of safe water and sanitation management
- Organize with VWSMC members, LWU volunteers & VHWs community-wide water, sanitation & hygiene promotion events including construction demonstrations and distribution of selected materials (including behavioral change approach)
- Train and support VWSMC members, LWU volunteers & VHVs to conduct Community Led Total Sanitation (CLTS), incorporating sanitation safety planning components (Activity 3.2.1)
- Coordinate for HHs to access materials for latrine construction and develop a Private Partnership model to link small business with villages to improve supply chain
- Supervise and monitor the construction of minor water supply systems in selected districts
- Train and support VWSMCs to establish and strengthen management and accountability structures and systems, on basic maintenance of water infrastructure and how to access existing support services for major maintenance works
- Ensure gender and disability inclusion is incorporated in WASH interventions
Objective 1: Responsible for the implementation of water supply and sanitation activities according to the SNAP PROJECT
- Implementation of water supply and sanitation basic infrastructures
- Follow-up of water quality
- Monitoring of implemented activities:
Objective 2: Coordination and reporting within World Vision and with Partners
- Liaising with WVL WASH Advisor for support and orientation of the strategy
- Report to SNAP Manager, Grants & Operation Manager and WASH Advisor on monthly basis
- Capitalization of all data regarding all activities implemented (use of databases), regarding the assessment and activities follow-up, in coordination with the DME
Objective 3: Budget follow up
- In close collaboration with the operational team and the WASH Advisor, following up the expenses and planning future spending for activities under Outcome 2.
Objective 4: Responsible for the good functioning of the WASH logistics
- Technical follow up and validation of WASH purchase orders
- Identification and selection of new suppliers for the project together with the logistics
- Follow up of WASH material
Objective 5: Relations with local authorities and partners
- Coordinating and information exchange with INGO, local NGO and small business providing WASH supplies
- Coordinating with GoL local authorities: oral and written reporting, respect of national guidelines
This position is based in Saravan Province, with frequent travel to the field.
Major activities
- Leadership of Water, Sanitation and Hygiene activitiesPlan, direct and implement with operation team all aspects of project implementation related to WASH activities, ensuring compliance with WV and DFAT compliance standards
- Collaboration and CoordinationManage proactive and responsive relationship with Project WASH Partners, WASH Government stakeholders, and other partners in the field, under the direction of the Project Manager
- Monitoring, Evaluation, Reporting and CommunicationEstablish and maintain effective project reporting, monitoring, evaluation, and communication systems. Submit timely accurate and professional reports that meet donor and WV requirements
- Financial management
- In close collaboration with the SNAP project manager, operational team and the technical team, follow up the WASH expenses and planning of future spending.
- Under the guidance of the PM, He/She will be Responsible for the overall guidance on WASH sector implementation budget.
- Learning EvidenceConsistently look for more effective and efficient WASH implementation methods and opportunities to increase impact. Facilitate learning of best practice by ensuring a continuous learning process is developed and in place with key staff and partners/sub-grantees.
- Networking and Advocacy
Ensure WV is taking a lead role in WASH and Disability Inclusion in the area of implementation, including seeking cooperation for joint advocacy opportunities
Education, knowledge and skills
- Bachelor’s degree (Engineering, Hydraulic engineer, Rural Health Care, Health Sciences, Environmental science or similar field)
- Experience in providing WASH technical oversight to Health and Nutrition NGO programs and at least one other of the following technical areas – WASH
- Technical training and demonstrate knowledge on Water, Sanitation and Hygiene sector
- At least a University degree and 5 years’ experience in community development with a focus on WASH
- Experience supporting WASH implementation in NGO context
- Experience – providing technical leadership to a WASH project
- Experience implementing CLTS methodology
- Demonstrated knowledge of development work and community empowerment.
- Good understanding of WASH Lao Government policies, laws, and institutions and ability to work together with various stakeholders.
- Ability to identify and plan work strategically and to work to deadlines.
- Project management knowledge and skills.
- Excellent oral and written communication skills
- Ability to train others, ability to provide technical guidance and support to operation staff.
- Possess strong organizational, IT, and writing skills.
- Ability to function efficiently and effectively with little day-to-day supervision.
- Willingness to travel to the districts and villages on a frequent basis.
Travel and/or Work Environment: Excepted to travel 70% of the time
