The Purpose of the Water, Sanitation and Hygiene Team Leader post is to maximise the sustainable impact of World Vision’s Mozambique’s Water, Sanitation and Hygiene work (MozWASH) in the lives of the most vulnerable children. This is achieved by providing Water, Sanitation and Hygiene sector leadership across the organisation, optimising the contribution of Water, Sanitation and Hygiene to the national strategy, and directly managing a complex and high value portfolio of WASH programming across a range of funding streams.
Key components of the role include: Direct technical management of Water, Sanitation and Hygiene Technical Programme content; leading WV Moz’s Water, Sanitation and Hygiene external engagement and internal technical support; strengthening WV Moz’s evidence of Water, Sanitation and Hygiene related impact and learning; leading WV Moz’s advocacy for the rights of the most vulnerable in relation to Water, Sanitation and Hygiene; designing quality Water, Sanitation and Hygiene programmes; raising funds to increase the scale and reach of WV Moz’s Water, Sanitation and Hygiene work; managing a diverse portfolio of PNS, grant and sponsorship funded WASH projects, including the strategic use of the MozWASH Basefund; building WV Moz’s Water, Sanitation and Hygiene technical capacity; providing technical supervision to Water, Sanitation Hygiene technical staff within the organisation and nurturing their talent; and providing line management and leadership to the MozWASH Team. The Water, Sanitation and Hygiene Team Leader is responsible for assuring and reporting on the quality and impact of Water, Sanitation and Hygiene programming across the organisation, and building WV Moz’s reputation as an expert in Water, Sanitation and Hygiene and as a trusted WASH partner.
The Water, Sanitation and Hygiene Team Leader must provide operational management and strategic direction to WV Moz’s WASH work, paying particular attention to how WV Moz can build on its gains in increasing sustainable access to clean water for vulnerable children and their families, and further strengthen the impact of its behaviour change approaches in relation to hygiene and sanitation practices. This position is also responsible for ensuring an integrated and collaborative approach to WV Moz’s WASH programming, ensuring that WASH complements and contributes to WV Moz’s work across the different sectors, integrates child sponsorship processes, wherever possible, and directly contributes to WV’s WASH strategy, evidence and learning at a national, regional and global level. This position is part of the Programmes Department Senior Management Team (PDSMT), and as such is expected to contribute to PDSMT strategic thinking, represent management decisions/positions to the wider department and take a positive leadership role within the department, promoting a highly motivated, collaborative, supportive, and results-oriented working culture.
Education and Knowledge
- University degree in Civil Engineering, Geology, Hydraulic or other related subject combined with relevant work experience in Water & Sanitation sector. Advanced degree (Masters) degree in any of these subjects is a strong advantage.
Experience
- 5+ years of experience in Water & Sanitation programme management and Water & Sanitation technical leadership, including management of a diverse technical programme portfolio
- Proven experience in project design, implementation, monitoring and evaluation, technical quality assurance and report writing
- Proven experience in community development work with a thorough understanding of sustainable development and community-level interventions
- Experience with donors engagement, grant acquisition and implementation, and proposal writing is essential
- A proven track record in Water & Sanitation related policy advocacy is preferred

- Strong presentation skills and ability to communicate in Portuguese and English orally and in writing.

- Technical skills, including familiarity with WV Water & Sanitation approaches and experience in building staff capacity implement those models. Ability to train a diverse audience such as WV staff, church and community leaders, as well as partners, using inclusive and participative methods
- Ability to work independently and work under pressure
- Enthusiastic and self-motivated. Good interpersonal skills and cross-cultural sensitivity
- Capacity and interest to travel to the districts on a regular basis – 30% essential travel
- Strong budget and financial management skills
- Must be able to communicate and work effectively with donors, government representatives, Support Offices and partner organizations
- Must be a committed Christian, able to stand above denominational diversities and model WV Mozambique leadership behaviors and guiding principles
