The United Nations Environment Programme or UNEP is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
This position is based in UNEP, Asia and the Pacific Office in New Delhi, India.
Under the direct supervision of the Programme Officer for the India-Norway Marine Litter Initiative, UNEP Country Office in India and the overall supervision of the UNEP India Country Head. The Assistant Programme Management Officer will support the Norway funded project (Steering Committee Support), titled “Coordinating and Providing a CommonPlatform for India-Norway Marine Pollution Initiative in India” and will be responsible for the following duties:
• Supports and coordinates activities of Marine Pollution Initiative project and its components and supports national executing agency(s) in developing marine litter action plan(s) or policy;
• Works with Steering Committee (SC) to facilitate the development, implementation and evaluation of Marine Litter Initiative and; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions;
liaises with relevant parties; identifies and tracks follow-up actions;
• Carries out basic research on selected aspects of programmes, operations and other activities, to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources;
• Prepares project annual implementation plan in consultation with Steering Committee (SC) /Marine Litter Cell as well as preparation of UNEP outputs for SC meetings. Designs and executes meetings, workshops and other stakeholder dialogues for the project;
• Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies;
• Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
• Coordinates outreach activities; participates in the development of training workshops, seminars,; participates in and makes presentations on assigned topics/activities;
• Participates in field missions, including provision of substantive and administrative support, data collection;
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
• Performs other duties as required.

A first-level university degree (Master’s degree or equivalent) in environment science, engineering, pollution control, natural science, or a related field is required.A first-level degree in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
A minimum of two years of progressively responsible experience in project/ programme management, administration or related area is required.
Demonstrated technical knowledge in the area of pollution, waste management and marine environmental issues, particularly on land-based pollution or related area is desirable.
Relevant experience in India as well as experience working with the Government of India is desirable.
Working experience in a multicultural environment including United Nations is desirable.
Working experience in development of national, regional and global partnerships is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Hindi is desirable. Knowledge of another official United Nations language is desirable.
NOTE: ‘Fluency’ equals a rating of ‘fluent’ in all four areas (speak, read, write and understand) and ‘Knowledge of’ equals a rating of ‘confident’ in two of the four areas.
Evaluation of qualified candidates may include an assessment exercise which may be followed by technical test and competency-based interview.

This is a project post. Appointment or assignment against this position is for an initial period of one year.
