EXECUTIVE DIRECTOR

GROUND WATER PROTECTION COUNCIL (GWPC)

Job Overview:

The Executive Director (Director) serves as the Chief Executive of the Ground Water Protection Council. The Director is hired by the full GWPC Board of Directors (Board) and serves at the pleasure of the Board. This position leads GWPC staff to accomplish objectives through clear and effective communication, program development and implementation, providing meaningful and timely feedback, and managing personnel and day-to-day operations to align with the Board’s direction and strategic plans.  An annual performance evaluation and salary review are conducted by the GWPC Executive Committee comprised of the Officers of the Board.

Principal duties and responsibilities:

  • Clear embodiment of GWPC values and commitment to the organization.
  • Set program priorities, goals and objectives in consultation with and direction from the Board.
  • Develop programs in consultation with and direction from the Board.
  • Implement programs and actively assess program needs to ensure that objectives are met.
  • Represent the GWPC before state and federal agencies, Congress, national workgroups, and other venues as required.
  • Expand GWPC membership while creating and maintaining a transparent and positive relationship with all state agencies and State Members.
  • Ensure appropriate committee, task force, and workgroup structure that reflect priorities and that meetings are held on a regular basis in order to engage members.
  • Plan and oversee at least one conference each year and others as appropriate.
  • Maintain transparent, positive and effective relationship between GWPC, its members, allied associations, and Federal agencies. (i.e. US EPA, US DOE & US DOI)
  • Assure that the GWPC is gainfully engaged in projects, grants, cooperative agreements and joint ventures with states, federal government agencies and other associations.
  • Communication with the Board and GWPC President on an as needed basis concerning both internal and external business processes.
  • Oversee administrative aspects of GWPC:
    • Hiring and supervision of all GWPC staff.
    • Developing and recommending operational policies (including but not limited to Bylaws, Personnel, Financial) to the Board.
    • Management of all contractors and technology.
    • Provide all administrative and staff support as needed for the Ground Water Research and Education Foundation (GWREF).
    • Oversight of the GWPC and GWREF finances including, but not limited to: monthly and annual financial statements, annual audits, all contracts, expenditures, accounting and record keeping, investments, banking, GWPC headquarters building maintenance, tenants, federal and other grants, and membership dues.
    • Conduct any meetings as desired by the Board.

Minimum Qualifications

  • Minimum of Bachelor’s degree in relevant field including but not limited to: business administration, environmental science/engineering, geology, public administration, public policy. Advanced degree preferred.
  • Five or more years of progressively responsible experience, including demonstration of leadership, in the Safe Drinking Water Act, Clean Water Act, oil and gas, or other associated programs.
  • Ability to regularly travel out-of-state and overnight.

Desired Skills and Experience

  • Knowledge of nonprofit practices, governance and association legal principles and requirements.
  • Executive-level communication and interpersonal skills with strong leadership and decision-making abilities.
  • Supreme relationship builder, able to share insights, seek out opinions and listen to the needs and concerns of others.
  • Experience working with (and/or obtaining) state or federal government grants and other funding.

Salary

Base salary: $145,000-$185,000
