General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

The WASH electrical Engineer will be based in GOAL’s offices in Harem or Darkosh, Syria, reporting to the WASH Deputy Programme Manager- Technical Assessment, and will be part of technical team who are responsible to develop technical electrical studies and conducting needs assessments for water stations in terms of electrical engineering within the operation areas of WASH program.

The WASH electrical Engineer is responsible for developing technical electrical studies, schemes, BOQs, and all technical documents of electrical WASH projects under the supervision of the WASH DPM. This includes assessing all requirements for rehabilitation and maintenance the electrical equipment of water stations, designing, and installing electrical substations (20/0.4 KV) and solar energy systems for water stations, connect water stations to the electricity grid…etc. the WASH electrical Engineer will be the key role for setting technical specification for all electrical engineering activities related to water stations. Also, he/she will be responsible for developing contracts’ terms to assure best quality services and materials will be provided. The WASH electrical Engineer will support implementation team and water units in Harem, Salqin, Darkosh and Idlib to develop the required tools to observe electricity consumption in water stations.

Duties, objectives, and competencies

  • Technically assist the WASH DPM to collect information and needs assessment for water stations (electrical works) and all required information to connect water stations to electricity grid;
  • Develop technical studies, schemes, and BOQs for rehabilitation of water stations (electrical works) and designing, installing electrical substations (20/0.4 KV), solar energy systems for water stations and connect water stations to electricity grid;
  • Develop technical terms of all contracts, documents, and all formal agreements of electrical activities includes electricity supply to water stations;
  • Provide technical support and capacity building to water units staff with regards to planning, design and implementation of all electrical repair and maintenance works which related to water stations; 
  • Observing of installed electricity meters in all water stations and develop the required plans / trackers to monitor electricity consumption in water stations; 
  • Support water units to develop appropriate tools to observe electricity consumption of water stations and making sure that the electricity meters record the actual electricity consumption within the acceptable error margins;
  • Support the WASH site engineers in supervision of implementing the electrical works (rehabilitation and maintenance of electrical equipment of water stations, installing of solar energy systems for water stations, connect water stations to electricity grid…etc);
  • Assist WASH DPM in preparing WASH purchase requests that related to electrical requirements of water stations;
  • Ensure that policies and guidelines as laid down in GOAL manuals and policies are always adhered;
  • Ensure adherence to GOAL’s Code of Conduct and Child Protection Policy and standards of Integrity, as well as uphold GOAL’s whistleblowing mechanisms;
  • Ensure adherence to the financial guidelines as per the GOAL Financial Manual;
  • Ensure compliance against all donor requirements, including timely quality reporting, as applicable to the project;
  • Any other tasks related to WASH activities at the request of the WASH DPM.

Requirements (essential)

  • Degree level qualification in Electrical engineering (a university graduate);
  • Minimum 5 years’ experience in WASH electrical engineering or electricity supply to public utilities;
  • Excellent experience and knowledge of electrical equipment related to water pumping systems (electric motors of pumping sets, control panels, electric sensors, generators, electrical distribution lines 20 KV, transformers, earthing systems, cables, …etc.);
  • Excellent understanding and knowledge of electricity metering systems (electricity consumption meters and its accuracy classes);
  • Excellent understanding and knowledge of solar energy systems of water pumping stations and its equipment;
  • Excellent understanding and knowledge of maintenance and rehabilitation practices for electrical equipment of water pumping stations;
  • Excellent time management skills and the ability to prioritize work when under pressure;
  • Commitment to beneficiary accountability and humanitarian principles;
  • High level of computer skills (especially Excel);
  • High level of electrical engineering designing programs (AutoCAD, ETAP, MATLAB) or similar.

Requirements (desired)

  • English language skills (spoken and written);
  • Minimum 5 years’ experience in electricity supply to public utilities including water pumping stations, designing electrical substations (20/0.4 KV) and solar energy systems for water stations or similar, and rehabilitation of electrical equipment of water pumping stations (generators, transformers, control panels, pumping sets… etc);
  • Excellent understanding and knowledge of Programmable Logic Controller system (PLC);
  • Previous experience working with humanitarian NGOs (WASH field) or public electricity authorities a distinct advantage;
  • Good knowledge in Goal’s working context area (Idlib Governorate, Northern Syria).
