Main Purpose & Function
The Senior Water Resource Engineer position focused on green infrastructure design and delivery within the Park Board system, and will provide leadership and engineering expertise to the Park Planning, Park Development, and Park Operations teams. This role will have support from the Engineering – Green Infrastructure team, and be responsible for implementing the Vancouver’s Rain City Strategy – Parks and Beaches Action Plan. This new position will have a key role in implementing parts of the Park Board’s Biodiversity Strategy and Parks and Recreation Services Master Plan (VanPlay) to build an ecological network that supports nature across the city, and reduce potable water consumption. The position will be focused on immediate application of green infrastructure strategies to support the multiple benefit objectives of rainwater integration into parks, internal and external design, construction and asset management.
Given the high public profile nature of Vancouver’s parks, this position will support the City’s efforts to be a leader in holistic and integrated approaches to water management and green infrastructure to help shape a more livable, equitable and resilient city that helps revive its urban watersheds and ecosystems. Rainwater integration projects at various scales within parks have already been identified and funding has been allocated, but this position is needed to advance them through design and construction.
Specific Duties and Responsibilities
- Lead the implementation of the Parks and Beaches Action Plan in the Rain City Strategy;
- Develop and manage consultant and construction contracts for Park GI Projects (including scopes of work, requests for proposals and contract execution);
- Prepare materials and design specification package, design concept development, design reviews and approvals, construction inspections as well as compliance review for internally and externally designed green infrastructure;
- Develop budgets for infrastructure capital works and forecast operational and maintenance needs for capital works;
- Provide senior engineering leadership, expertise and technical guidance to support ambitious green infrastructure plans for rainwater management integration into parks;
- Develop guidance materials and processes related to capital design, construction, establishment, operations and maintenance, monitoring and performance evaluation plans for green infrastructure in parks;
- Advise on playing field redevelopment projects, and how to best manage drainage and irrigation requirements with existing assets, synthetic and natural;
- Develop frameworks, processes and metrics by which to evaluate and learn from the design, construction, maintenance and performance of GI installations and to support continuous improvement in our implementation efforts;
- Liaise with other City departments to coordinate the design, planning and construction of green infrastructure in parks;
- Provide strategic and technical support for major, city-led planning or policy initiatives that require an integrated approach to rainwater management;
- Represent the Park Board and Green Infrastructure Implementation Branch in departmental and organizational strategic plans and planning programs; and
- Prepare technical reports, council reports, presentations, letters & memos.
Qualifications
Education and Experience:
- Bachelor’s degree in Civil, Water Resource or Environmental Engineering
- Minimum 7 years of experience as a professional engineer
- Registration or eligibility to register as a Professional Engineer in British Columbia
- A demonstrated interest, working knowledge, and experience in the application of green infrastructure, ecology and Park Board priority areas related to wetland habitat, biodiversity, environmental education, and passive recreation.
Knowledge, Skills and Abilities:
- A sound understanding of the engineering principles related to the design and construction of green infrastructure and other rainwater management systems, including hydrology, water quality, levels of treatment, and life-cycle management
- Strong leadership, communication, and collaboration skills
- Strong project management experience to effectively deal with multiple tasks of moderate complexity
- Experience reviewing and providing direction on designs developed by external consultant teams, construction field inspections and lifecycle asset management for green infrastructure
- Experience developing and managing consultant and construction contracts
- Excellent interpersonal and written and verbal communication skills
- Strong knowledge or skill in using computer software such as AutoCAD, Word, Excel and PowerPoint
- Ability to work independently and to provide professional interdisciplinary advice and technical guidance while functioning effectively in a team environment
