Job Description Summary

Performs advanced (senior-level) managerial work administering the daily operations and activities of the Texas Water Development Boards (TWDB) Regional Water Project Development Division (RWPD) of the Water Supply and Infrastructure (WSI) Office. The Assistant Director will be a key management position in RWPD responsible for assisting the RWPD Director in leading the division and in establishing and meeting goals and objectives. The Assistant Director will provide leadership, exercise considerable initiative, and will be expected to demonstrate sound, independent judgement as an agency representative. The Assistant Director will assist with the development, review, and updating of guidelines, procedures, policies, rules, and regulations. In addition, this position will work closely with the RWPD management team and the Deputy Executive Administrator (DEA) and Assistant DEA of WSI to develop schedules, priorities, and standards for achieving established WSI office-wide directives. This position will also be responsible for planning, assigning, and supervising the work of others and for directly handling personnel matters. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Reports to the Director of RWPD.

Essential Job Functions

  • Oversees RWPDs application and closings team.
  • Oversees RWPDs administrative assistant team.
  • Provides effective leadership and management of RWPD.
  • Assists in directing the activities of RWPD in accordance with Director.
  • Provides advice and support to the Director on matters related to RWPD.
  • Develops recommendations on project and program-related issues and questions.
  • Assists in directing the timely coordination and review of financial assistance applications, loan and grant closings, and other milestones to ensure project implementation and completion.
  • May lead or assist in leading and coordinating special projects and teams in RWPD.
  • Assists in the review of RWPDs work product as assigned, including Board items, memos, procedures, rules, and other internal and external documents.
  • Assists the Director in development and maintenance of rules, policies, procedures, and guidance documents, including leading such efforts.
  • Seeks and provides recommendations on process improvements and efficiencies.
  • Assists with coordinating RWPDs efforts during audits performed by internal audit, the State Auditors Office, the Environmental Protection Agency, and others.
  • Assists with bill analysis during legislative sessions.
  • Assists in the management of project activities within the office, providing technical direction and guidance.
  • Assists in monitoring and reporting on program and project activities.
  • Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals.
  • Assists in the evaluation of RWPDs performance and provides recommendations and leads improvements when assigned.
  • Supports RWPDs administrative requirements related to organization, budget and personnel.
  • Supports the provision of quality customer service from RWPD to both internal and external stakeholders.
  • May be required to present agency information to external stakeholders, including serving as a resource witness during legislative sessions.
  • Briefs members of the legislature, public, Board, and other stakeholders.
  • Directly addresses and effectively handles personnel issues, including hiring, separations, follow-through on disciplinary actions as needed, and employee performance rewards.
  • Provides feedback to staff on their performance including, but not limited to, holding staff accountable for their work, behavior, and responsiveness.
  • Manages the performance of direct reports, to include, timely completion of performance appraisals, and follow-through on disciplinary actions as needed.
  • Assigns job duties and supports staff in their work, including ensuring staff understand their responsibilities and program requirements.
  • Maintains confidential and sensitive information.
  • Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agencys records retention procedures and schedule.
  • Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
  • May be required to operate a state or personal vehicle for business purposes.
  • Manages project activities within the division, providing technical direction and guidance.
  • Monitors and reports division work activities.
  • Authorizes division hiring, separations, disciplinary actions, and employee performance rewards.
  • Evaluates division performance and recommends and leads improvements.
  • Performs other duties as assigned.

Minimum Qualifications

  • Graduation from accredited four-year college or university with a major in Planning, Finance, Engineering, Business Administration, Public Administration, Environmental Science, or related field.
  • Progressively responsible work experience in planning, project finance, engineering, public administration, environmental science, or a related field.
  • One to three years of experience leading a multi-disciplinary team or teams.
  • Five to seven years of progressively responsible professional work experience managing projects, programs, and/or staff.
  • Relevant experience and education may be substituted for one another on a year-for-year basis.

Preferred Qualifications

  • Graduate degree in Planning, Public administration, Finance, Engineering, Environmental Science, Business Administration, or related field.
  • One or more relevant professional license or certification.
  • More than three years of experience leading a multi-disciplinary team or teams.
  • More than seven years of progressively responsible professional work experience managing projects, programs, and/or staff.
  • Experience working with TWDB financial assistance programs.

Knowledge, Skills, and Abilities (KSAs)

  • Knowledge of local, state, and federal laws and regulations relevant to RWPD Division and of the principles and practices of public administration and management.
  • Knowledge of the principles and practices of public administration and management.
  • Possesses necessary skills and comprehensive knowledge to perform the job.
  • Skills in using Microsoft Office programs such as Word, Excel, and Access.
  • Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
  • Ability to write and present complex financial and technical data and make recommendations to public officials and industry experts
  • Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.
  • Ability to make mature, objective decisions and identify areas of potential problems.
  • Ability to perform effectively and willing when changes occur in scope and nature of the work and work environment.
  • Ability to perform routine and non-routine work assignments accurately and on-time with little or no supervision.
  • Ability to perform assigned duties and improve work habits and/or output.
  • Ability to complete assigned work, on time, neatly and in order with infrequent errors.
  • Ability to complete tasks and projects in a timely manner and persists until tasks are completed.
  • Ability to interpret to develop, evaluate, and interpret administrative rules, policies, procedures, and regulations.
  • Ability to maintain high level effective working relationships with agency personnel, Board Members, consultants, and government officials.
  • Ability to provide prompt, courteous and accurate assistance, and clear and concise communication to agency staff, as well as to employees of other political entities and the public both verbally and in writing.
  • Ability to work with others in a team environment and cooperate with supervisors, co-workers, and others.
  • Ability to manage multiple tasks and schedule work in order to maintain regular progress on assignments and meet deadlines.
  • Ability to stand/sit/move with no physical limitations or aids to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs.
  • Ability and willingness to travel up to 5% of the time, primarily within the State of Texas.
  • Ability to operate a vehicle (state or personal) for state business and maintain a drivers license and driving record that complies with state and agency requirements.
  • Ability to workdays that may exceed 8 hours, including early mornings, nights, and weekends.
  • Ability to train others.
  • Ability to assign and/or supervise the work of others.
