L’AFD, institution financière publique qui déploie l’aide française bilatérale,oeuvre depuis 80 ans à la réduction de la pauvreté et au développement économique dans plus de 90 pays partenaires, dans des économies émergentes ou en développement. L’AFD a autorisé, en 2019, plus de 14 milliards EURO de financements à l’échelle mondiale.
L’AFD est établie en Ethiopie depuis 1993. Ses engagements (en dons, garanties, prêts concessionnels au gouvernement ou à des entreprises publiques) portent sur des investissements ou appuis techniques dans le secteur des infrastructures en développement urbain (eau, assainissement, déchets, transport urbain, planification urbaine), énergie, réformes économiques, appui aux entreprises, patrimoine, agriculture.
Quel sera votre rôle?
Vous serez basé.e à Addis Abeba et aurez une responsabilité sur l’identification, la gestion et le suivi d’un portefeuille de projets (existants et à développer). Ces projets portent sur ou sont développés au bénéfice du secteur Eau, Assainissement, Agriculture, en financement souverain principalement (pour tout financement à une entité publique avec garantie financière de l’Etat) en prêt ou en don ou en financement non souverain (entité publique sans garantie de l’Etat) pour accompagner le développement de ces secteurs au service des populations. Vous serez en charge de suivre les secteurs Eau, Assainissement, Agriculture, de participer et contribuer au dialogue sectoriel avec le gouvernement, les acteurs nationaux et internationaux et de contribuer à la stratégie de l’AFD dans ces secteurs.
Sous la supervision directe de la Directrice-adjointe de l’agence AFD en Ethiopie et en relation étroite avec les équipes du siège de l’AFD à Paris, les responsabilités du/de la chargé(e) de mission porteront notamment sur :
1- Participer à l’animation, au développement et au suivi des activités opérationnelles :
o Prospecter et identifier des opérations relevant des secteurs dédiés
o Participer à l’instruction, à l’évaluation et à la formalisation des projets
o Assurer le suivi d’exécution des projets techniques et administratifs (en termes de signature, versements, remboursements, conformité avec les clauses financières ou les engagements en termes de reporting et d’audit) en lien avec le siège
o Participer à l’animation de l’équipe projet (en lien avec le siège)
o Organiser et accompagner les missions de supervision de l’agence ou du Siège de l’AFD et le cas échéant, assister aux réunions techniques et restitutions de missions
2- Contribuer à la production intellectuelle de l’agence et participer à l’animation du dialogue sectoriel
o Développer des initiatives de production intellectuelle
o Assurer une veille sectorielle, produire des notes de synthèses
o Décliner la stratégie sectorielle du groupe au niveau du pays
o Contribuer à la définition de la stratégie pays
o Animer la communication et représenter l’AFD dans les groupes sectoriels
3- Assurer tous les contacts extérieurs dans le cadre de ses activités :
o Etablir et entretenir des contacts avec les partenaires locaux de l’agence (autorités nationales et régionales éthiopiennes, ambassade de France, bailleurs, contreparties, ONG…)
o Représenter l’AFD vis-à-vis des autorités nationales, des prestataires et des autres partenaires techniques et financiers, notamment dans les concertations sectorielles
o Contribuer à la visibilité de l’AFD et à la stratégie partenariale de la France en Ethiopie
Qui recherchons-nous?
– Diplôme en ingénierie dans l’un des secteurs concernés (au minimum une Licence) ou titre équivalent ;
– Au moins 3 ans d’expérience dans un poste spécialisé dans l’un des secteurs concernés au minimum dans une organisation reconnue ;
– Expérience avérée de gestion de projet (financière et technique) dans l’un des secteurs concernés au moins ;
– Forte capacité d’analyse technique et financière dans l’un des secteurs concernés au moins ;
– Capacité à rédiger des rapports clairs et synthétiques et des notes analytiques ;
– Compréhension approfondie des opportunités et contraintes du développement dans les secteurs concernés en Ethiopie ;
– Savoir-être avéré dans la relation avec des clients et des partenaires ;
– Excellente capacité de communication et de rédaction en anglais et en amharique ; connaissance du français serait un plus ;
– Fortes capacités d’organisation, de relations interpersonnelles et de travail en équipe et en autonomie ;
– Maitrise avancée de Microsoft Office, notamment Word et Excel.
Contrat à durée indéterminée après une période d’essai de 60 jours ouvrés

about AFD:
AFD, the French bilateral donor agency (public development finance institution) has spent more than 70 years working to alleviate poverty and support economic development in more than 90 developing and emerging countries and France’s overseas territories. In 2019, AFD authorized more than EURO 14 billions of project funding worldwide.
AFD established in Ethiopia in 1993 (international calendar). AFD commitments (grants, guarantees and soft loans to the Government or Public Utilities) in Ethiopia are focused on infrastructures for urban development (water and sanitation, solid waste management, transportation and city planning), energy, economic reforms, support to SMEs, heritage and agriculture.
AFD country office in Addis Ababa is a 10 persons’ structure.
The mission:

The Project Officer in charge of Water, Sanitation and Agriculture sectors, in Addis Ababa, is responsible for identifying, managing and monitoring a project portolio (existing and to be developed). These projects are developed in Water, Sanitation and Agriculture sectors, to support the development of these sectors and the services to the population, via sovereign (financing of a public entity with the State guarantee) or non sovereign (without the State guarantee) financing, loan or grant.
The project officer will also supervise sector development and dialog with the government and local authorities, national and international actors. He/she will contribute to AFD strategy regarding those sectors.
The position:
Reporting directly to the Deputy Head of AFD in Ethiopia and in close relation with headquarters’ teams, the project officer has an overall responsibility of:
– 1- Participating to the coordination, development and monitoring of operations in his/her sectors:
o Prospect and identify financing opportunities
o Participe to the appraisal, the evaluation and the contractualization of the projects
o Monitor the implementation of the projects (signing, disbursements, repayments, compliance with financial and non financial articles and with the commitments in terms of reporting and audit), with headquarters’ teams
o Participate in informing the project team (with headquarters) and organize the relationships between the project team and national/international stakeholders/partners in Addis
o Organise and participate to the supervision missions of the country office or headquarters, and participate to the technical meetings and missions’ debriefs.
– 2- Contribute to the intellectual production of the country office and participate to develop sector dialog
o Develop intellectual production initiatives
o Realize a sector monitoring and produce synthetic or analytical notes
o Develop sector strategy of AFD group in the country
o Contribute to the AFD country strategy
o Ensure communication about the proejcts and represent AFD in sector groups
– 3- Ensure contacts with stakeholders and partners in the relevant sectors:
o Establish and develop contacts with local partners of the country office (national, regional and local authorities, French Embassy, financing and technical partners, counterparts, NGOs)
o Represent the AFD in sector dialog and relevant official meetings
o Contribute to the visibility of the AFD and the partner strategy of France in Ethiopia
POSITION REQUIREMENTS (knowledge, skills and abilities):
– Degree in engineering in one of the relevant sectors (at least Bachelor degree) or equivalent title;
– At least 3 years of experience in a specialist position in one of the relevant sectors, in an well known institution;
– Proven experience in project management (financial and technical) in one at least of the relevant sectors;
– Strong technical and financial analytical skills in one of the relevant sectors;
– Ability to write clear and synthetic reports and analytical notes;
– Strong understanding of development opportunities and constraints in Ethiopia in the relevant sectors;
– Good partner and client relationship and aptitude;
– Strong interpersonal skills and ability to work in a team and independently;
– Excellent communication and writing skills in English and Amharic; knowledge of French would be a plus.
– Advanced Microsoft Office skills, in particular Word and Excel.
