POST: Associate Scientific Officer (WIGOS)

DUTIES AND RESPONSIBILITIES
Under the overall guidance of the Director of the Infrastructure Department (D/I) and of the Head/Earth System Monitoring Division (H/ESM), the incumbent will perform the following duties:
a) Support WMO Member experts and ESM staff in developing and implementing WMO Integrated Global Observing System (WIGOS) tools for ocean, hydrology and cryosphere WIGOS Data Quality Monitoring System (WDQMS), Observing Systems Capability Analysis and Review Tool for surface observations (OSCAR/Surface)) for the 3 areas; support developments and implementation of Rolling Review of Requirement and Status of Guidance for the 3 areas; support standardization of observations metadata and data, and their integration in the WMO regulatory framework;
b) Support the further development and implementation of WIGOS station identifiers (WSI) for the specific programs Ocean Observations (OceanOPS), Global Cryosphere Watch (GCW) and WMO Hydrological Observing System (WHOS). Support the allocation of WSI for GCW and OceanOPS as appropriate;
c) Contribute to Earth System approach: support pilot project on integrated approach; support development and update of information systems, including geographical information system (GIS), providing an overview of observing systems for the three areas; contribute to coordination with the division on Observing Networks and Measurement – including for Regional Basic Observing Network (RBON) and Global Basic Observing Network (GBON), collaborate with the Earth System Prediction division for linkages to the Global Data-processing and Forecasting System (GDPFS); contribute to development and implementation of station sets and tiered networks for the three areas; support implementation of the unified data policy and identification of core and recommended data for the three areas;
d) Develop and maintain WIGOS tools progress monitoring and analytics: develop and maintain dashboards of WIGOS tools; prepare progress reports; contribute to developing/updating related learning materials and organizing training events;
e) Support the development and maintenance of relevant webpages on the WMO website, and support writing of outreach material (brochures, newsletters, visuals, etc., including for the WIGOS newsletter) for the 3 areas;
f) Support specific activities related to GCW, the hydrology program and ocean observing system;
g) Carry out other relevant duties as required.
| QUALIFICATIONS |
| Education Master’s degree or equivalent in physical or earth sciences with a focus on cryosphere, hydrology or ocean, or other relevant field of study. |
| Experience At least three years of combined national and international progressively responsible experience, ideally with a national hydrometeorological service, in observation systems and data/metadata management tools for Earth System, and including using current software applications and web-based tools for data processing and visualization (e.g. Python, R, or equivalent, etc), GIS or equivalent; using analytical tools such as PowerBi or similar; presenting results and recommendations on specific topics and preparing decision papers and reports. |
| Other requirements Analytical skills; Dependability and ability to adapt to changes; integrity, maturity of judgement, initiative and creativity. Ability to plan, organize and manage own work with minimum supervision. Excellent knowledge of Microsoft Office applications. Ability to communicate clearly and succinctly orally and in writing. Good interpersonal skills, ability to work in a multicultural environment and to foster diversity and team spirit. Experience writing reports, documents and correspondence. | Languages Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage. (Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) |
The Secretary-General may appoint a candidate at a grade below the advertised grade of the post, with the possibility of promotion to that grade within three years of appointment, subject to satisfactory appraisal of performance.
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.

Annual post adjustment on initial salary is: US$ 37043 (in addition to the net base salary) |
