IBSS is seeking a Senior Scientist (Hydrology) and Academic Liaison to provide strategic consulting and guidance to NOAA’s Office of Water Prediction (OWP).

The Sr. Scientist and Academic Liaison responsibilities include:

  • Regularly meet with OWP leadership to ensure continuous mission alignment
  • Provide guidance and technical oversight for multiple, highly-complex projects
  • Serve as a technical resource in the development and planning of scientific work, evaluating feasibility, defining requirements, iterative improvement, and assessing risk
  • Evaluate scientific concepts and proposals, technical reports and publications, presentations, and propose recommendations to improve technical merit and presentation quality
  • Mentor and coach less experienced scientists and provide education regarding appropriate methods and effects of different approximations applied over a range of practical scales in numerical modeling as related to hydrology and hydraulics
  • Communicate scientific accomplishments in a variety of ways e.g.: reports, project forecasts, briefs, papers, posters, meetings
  • Recommend technological solutions to meet OWP objectives to increase the accuracy of hydrologic and hydraulic predictions
  • Oversee teams developing, testing, evaluating, and implementing hydrologic and hydraulic models
  • Advise OWP Leadership and Division Directors on the development of research and development plans to advance high-performance water resources modeling and prediction applications
  • Advise OWP Leadership and Division Directors in the optimum staffing knowledge, skills, and abilities
  • Engage with cooperating agencies regarding joint development activities where needs and priorities overlap to maximize cooperative benefit and minimize redundancies
  • Mentor OWP scientific staff regarding oral, written and presentation communication skills
  • Review publication of scientific papers, reports, and documentation
  • Liaise with the academic research community to communicate research/development activities underway at NOAA-OWP and potential opportunities for collaboration and/or research to operations pathways
  • Assist OWP in collaborating with industrial partners
  • Foster a culture of research curiosity within OWP by identifying trends, novel approaches, publications, and educational opportunities
  • Assist in planning and execution of the NOAA Summer Innovator’s Program
  • Develop novel numerical solutions to hydrologic and hydraulic problems
  • Evaluate the work products of scientific employees for completeness and recommend areas of improvement to OWP management
  • Recommend analysis and synthesis products to assist the Water Prediction Operations Division in interpretation of the performance of numerical model outputs
  • Establish predictability-based interpretations of model forecast skill
  • Create a model classification framework or taxonomy to assist in strict, repeatable, and verifiable interpretation of the performance of different model formulations

Required Skills

  • PhD in Hydrology, Civil Engineering, or related fields
  • Specific experience in leading development of hydologic models
  • Knowledge of NOAA’s National Water Model (NWM)
  • 10+ Years experience in designing, developing, and validating hydrologic models

Desired Skills

  • Experience in academics as a full Professor or Adjunct Professor in Hydrology or Civil Engineering
