Project Background : For over 60 years the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working jointly with partners in India for sustainable economic, ecological and social development. The Federal Ministry for Economic Cooperation and Development (BMZ), the Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety (BMU) as well as the Federal Ministry for Economic Affairs and Energy (BMWi) are the main commissioning parties of GIZ in India. Other clients include Indian public sector clients, the European Union and international foundations. The Environment, Climate Change and Natural Resource Management (ECNRM) Programme, GIZ India seeks to address the pressing needs of India’s rural areas in the context of climate change through a range of projects and programmes fostering rural innovation and business models, enhancing water security and climate adaptation, knowledge networks in Indian agriculture, food security, and promoting environmental benefits of Government flagship programmes. Water Security and Climate Adaptation in Rural India (WASCA) is an Indo-German Project, commissioned by the BMZ in partnership with the Indian Ministry of Rural Development (MoRD) and the National Water Mission (NWM) at the Ministry of Jal Shakti for three years April 2019 – March 2022. The project targets to improve convergent planning and financing mechanisms for climate resilient water management. Secondly, the project intends to demonstrate climate-resilient water management measures. Lastly, the project targets to establish and strengthen public-private partnerships for enhancing rural water security. C. Responsibilities : • Leading the knowledge management and communications portfolio of the WASCA project. • Organising and managing national and international events for showcase of WASCA project activities. • Supporting the technical team in monitoring and reporting of WASCA project activities. • Supporting the project team on policy advocacy, gender related interventions and other thematic areas, as required. D. Core Scope of Tasks : 1. Communications and Knowledge Management • Lead the development of communication materials, project branding and documenting project activities through textual content, audio-visual content and other mediums. • Update project activities in GIZ internal media as well as social media channels and other platforms. • Liaison with project team in understanding the target audience, planning the communication and outreach strategy. • Coordinate organising and management of project events at national and international platforms. • Innovate new communication mechanisms for sharing of key project results and best practices, especially using digital media. • Conduct technical review and quality assurance of communication products. • Develop and maintain a knowledge base for the project, collecting and compiling all available information for supporting project planning and implementation. • Update the team constantly on the advances, new research or publications, upcoming events or opportunities nationally/ internationally on matters of importance to the project. • Supporting the overall communications and knowledge management portfolio of NRM and agroecology thematic area. 2. Technical Advisory Support : • Involve in key research activities, especially on topics of interest to the project including water, climate change, rural development, NRM, environment, agriculture, gender among others. • Technical input for operational planning including contracting and administration processes. • Provide technical support to the project team on various matters, as directed by the project lead including but not limited to, gender, SDGs, livelihoods, project monitoring and reporting, research and impact assessments etc. 3. Capacity Building Support : • Support in designing online and offline capacity building materials and tools, for project activities. • Support in logistics, organization and documentation. E. Required qualifications, skills and experience : • Post-graduate in Mass Communication/ development communication/ social sciences or comparable degrees. • Research or doctoral degrees are an added advantage. • Minimum 7-10 years of professional work experience in corporate communications or research in the field of rural development/ social protection/ environment/ climate change. • Good understanding of the MGNREGS programme implementation, other rural development programmes of MoRD would be an advantage. • Work experience with bi-lateral, multi-lateral organisations/ international agencies in the rural development/ environment sector is an advantage. • Excellent oral and written communication skills in English and Hindi; any other regional languages, especially of the project states will be an added advantage. • Willingness to undertake domestic and international travel, as required. F. Location: New Delhi G. Duration of the contract: One year, with a possibility of extension H.
