World Vision is hiring a Water, Sanitation and Hygiene (WASH) Technical Director to serve WASH programs towards the goal of acceleration progress towards reaching everyone with equitable and sustainable WASH services.

Role: Water, Sanitation, and Hygiene Technical Director for ‘Universal Service Coverage’ programming

Location: Washington, D.C or Federal Way, WA

Reports to: Director of WASH

Required experience: Bachelor’s degree required, master’s degree preferred in engineering, water policy, water resource management, economics, public health, business, or another relevant discipline. In addition, this role requires a minimum of 10 years of relevant professional experience. Experience in WASH is required. Experience in monitoring and evaluation, governance and finance, and water security is preferred.

Work Authorization: Must be authorized to work in the U.S.A. for any employer.

Travel: Up to 25% of time both in development and fragile contexts.

02 The Job: Water, sanitation, and hygiene (WASH) are at the heart of child well-being and foundational to World Vision’s mission for all children and their communities to experience life in all its fullness.  For more than 35 years, World Vision has been committed to stand in the gap, globally leveraging resources and locally working alongside communities and governments to ensure millions of children around the world have access to clean water, dignified sanitation, and healthy hygiene practices. 

World Vision is implementing a Global WASH Business Plan, which outlines our commitment to invest $1 billion over the next five years to extend the impact of our work across 41 countries.  Included in this is a committed to support 150 local districts to reach universal coverage of WASH services in alignment with the Sustainable Development Goal 6 objective to accelerate universal and equitable access to water and sanitation. In support of the push for universal services coverage (USC) under the Business Plan, World Vision has created four national level programs to engage in USC programs in all WV WASH districts in Rwanda, Zambia, Ghana and Honduras. These programs amount to $180M of planned investments.

We are searching for a Technical Director to lead this work and bring vision and direction to all our WASH programs to strengthen WASH services. The role will be responsible to coordinate and align efforts across program countries; support the learning process and evaluations; ensure accurate and timely semi-annual and annual reporting; and explore opportunities to leverage funding to deepen and expand programs.

03 Your Responsibilities Will Include:

Programming Quality and Impact

  • Coordinate WASH team approach and strategy to fulfilling the commitment to USC
  • Lead design, monitoring, and evaluation (DME) of USC programs, including outputs, outcomes, and overall impact
  • Develop and strengthen broader monitoring systems to improve the validity, accuracy, reliability, timeliness, and integrity of WASH output and outcome data
  • Incorporate learning at every step of the program cycle to continually improve and refine World Vision’s USC approach.
  • Support budget allocation of USC programming
  • Advise on leveraging and alternative financing opportunities
  • Review reports, consolidate information, and deliver quality information to stakeholders

Resource Development

  • Respond to questions from donors regarding their need for additional information and clarity around programs
  • Support development of proposals, donor offers, and offer products
  • Leverage new funding and existing programming to grow program
  • Engage at events and meetings with donors

Technical Branding

  • Establish leadership and technical credibility
  • Support the development of technical briefs and capacity statements
  • Evaluate program effectiveness and determine corrective action
  • Develop a respected voice on social networks and within the sector, engaging in round table discussions and presenting at global conferences
  • Collaborate with NGOs, sector alliances, governments, donors, and other stakeholders

This role requires strategic decision making, capacity building, and clear communication that brings instant, intimate, and evidentiary value to all stakeholders.  Success in this role lies in your ability to cast vision and influence as you’ll be working with teams in different departments, different organizations, and across different countries and cultures.  This requires relationship building and respecting and adapting to other cultures, religions, and opinions. We’re also hoping that you will make us a better team through consistent and persistent intent to seek improvement in our team dynamics, our team productivity and in your own capacities. 

05 Education and Experience:

  • Bachelor’s degree or equivalent (eight years) work experience.
  • Master’s degree preferred.
  • In addition to education or education equivalent, requires a minimum of ten years’ relevant work experience.
  • Significant knowledge and passion for water, sanitation and hygiene, particularly in monitoring and evaluation, and governance and finance.
  • Experience as a chief of party or senior expert.
  • Knowledge of relevant institutions and donors.
  • Experience managing sub-grants and contracts under grants for complex projects. 
  • Demonstrated competencies in interpersonal communication, stakeholder engagement and cultural intelligence.

06 Additional Skills We Are Interested In: 

  • Experience in WASH financing, water security, institutional WASH programs, behavior change, or advocacy
  • Good public communication skills, both verbal and on social media
  • Analytical skills
  • Conversant with mWater and ArcGIS
