Purpose of Position

This posting will be used for ongoing recruitment and will remain open until the position has been filled.

Why does the job exist?

The purpose of this position is to perform complex hydrologic, hydrogeologic, and engineering analyses and evaluations for Water Rights Administration, Adjudications, Interstate Stream Compact compliance, subdivision review and other water planning and management functions.  This position develops and utilizes complex hydrologic models to assess the impacts of pending and new diversions on the hydrologic system and effectively communicates methods and results.  This position produces hydrologic data and analyses, technical memoranda and reports, exhibits and expert reports, interrogatory questions and responses, written and oral expert testimony, scopes of work, presentations, computer programs, policies and procedures.  This position also provides sound technical support for agency water resource management activities and participates in the preparation of new rules and regulations and Guidelines.

How does it get done?

– Education and knowledge of the theories and equations that govern the water flow in the saturated and unsaturated porous media.
-Education and training in developing hydrological and hydro-geologic analyses using USGS groundwater/surface water flow models particularly MODFLOW.
-Education and knowledge of the theories and equations that govern well hydraulics.
– Education and experience in computer programming and computer software.
– Education and knowledge of the theories and equations that govern surface water flow.
– Supports water rights administration, adjudications, interstate stream compact compliance, subdivision review, and other agency water management and planning function.

Who are the customers?

New Mexico Office of the State Engineer/Interstate Stream Commission and the State of New Mexico.  (Administrating the use and development of the State’s water resources while protecting existing water rights within the State.)

Ideal Candidate

– Experience working with groundwater and surface water flow modeling, and aquifer testing.
–  Experience using GIS software, including creating and maintaining maps and geodatabases.
– Experience working with physical laws that govern the water flow in the saturated and unsaturated porous media.
– Experience developing hydrologic and hydro-geologic analyses using USGS groundwater/surface water flow models, particularly MODFLOW.
– Experience applying the principles of hydrology and water law.
– Experience collecting and evaluating technical data.
– Experience conducted hydrologic field investigations and prepared technical reports.
– Experience interpreting geophysical logs to identify lithology.

Minimum Qualification

Bachelor’s Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering and eight (8) years of relevant experience. • Education and years of experience must be related to the purpose of the position.

• If Minimum Qualification requires a specific number of “semester hours” in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.

Employment Requirements

Must possess and maintain a valid New Mexico Driver’s License, ability to drive a state vehicle and must maintain a current defensive driving certification.

Working Conditions

Executive Order 2021-046 requires all employees with the State of New Mexico to provide either proof of COVID-19 vaccination or proof of a COVID-19 viral test every week.

The Public Health Order (on Vaccination) dated August 17, 2021, requires Congregate Care Facility Workers and Hospital Workers to be fully vaccinated.

Work is performed in the office with extensive computer and phone usage where it requires a considerable amount of sitting. This position will be required to work in the field as needed with exposure to inclement weather and there may be periods of extended standing or kneeling while working out in the field. This position is required to meet with the public and may be required to travel to different job sites. The incumbent in the position will need to lift up to 25 pounds, drive an agency vehicle, measure stream flow, collect data. The incumbent also will be required to follow safety protocols in the office and in the field at all times.
