Job Summary:

This position supports technical, administrative and business management functions relating to AWBA contracts and agreements, permit applications, and fiscal transactions. This position will be a technical representative at work groups, will assist in developing and implementing AWBA policies and procedures, will prepare analytical reports, will maintain a credit accounting system, will collaborate with federal and state agencies, municipal corporations, Tribal communities, and public and private sectors on matters pertaining to AWBA operations including the storage of Central Arizona Project water, credit purchases, developing planning projections and distribution of credits.

The individual in this position is expected to develop a comprehensive understanding of applicable laws, statutes, rules and policies and procedures pertinent to AWBA activities, including but not limited to, knowledge of Colorado River and Central Arizona Project operations, the Department of Water Resources Recharge and Recovery Program and Active Management Area Plans.

Job Duties:

  • Compiling, analyzing, and interpreting water use data and hydrologic modeling results to develop AWBA planning projections.
  • Assisting in developing annual operating plans in collaboration with other governmental organizations and public and private entities.
  • Preparing meeting materials, including technical documents and presentations.
  • Presenting analyses and results to AWBA Commission members, other agencies and public forums.
  • Ensuring compliance with statutory and permitting requirements
  • Preparing and paying invoices related to AWBA operations and agreements.
  • Other duties as assigned

Knowledge, Skills & Abilities (KSAs):

The selected candidate should have knowledge of groundwater and surface water management in the State of Arizona, Colorado River and Central Arizona Project operations, water resource management including recharge and recovery activities. Additionally, knowledge of regulations of state agencies, federal agencies and local governments that effect water management practices.

Must have ability to work with minimal supervision, and present and communicate complex technical and legal information in a concise and easily understood manner.
Be able to perform calculations related to water budgets and developing planning projections and work as a team member on technical issues related to the obligations and objectives of the AWBA. Ability to coordinate group activities with ADWR internal divisions, government agencies, municipalities, and public groups.

Must have skills in oral and written communication and establishing and maintaining effective work relationships with various levels of governmental and regulated business officials, community leaders and the public. Skills in problem solving and resolving issues of a highly complex and sensitive nature.

Skills in using computers and computer models to organize, analyze and interpret water resource management data is a must.

Selective Preference(s):

This position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
