Who we are
The Wetlands, Policy and Northern Water Use Branch is comprised of the Wetlands Section, the Environmental Water Policy Section, the Northern Basin Section, and the Portfolio Management Section.

The Portfolio Management Section supports the Commonwealth Environmental Water Holder to implement statutory functions on behalf of the Commonwealth including to manage the Commonwealth environmental water holdings, and to administer the Environmental Water Holdings Special Account. More specific functions undertaken by the Portfolio Management Section include:
•    maintaining the environmental water holdings register
•    managing water transfers and holdings
•    reporting on water and finance
•    providing acquisitions advice and long-term portfolio management advice
•    undertaking short-term portfolio management planning, and providing information updates on portfolio management including carryover and trade
•    undertaking financial management, including supporting the administration of the Environmental Water Holdings Special Account
•    managing the development of the Environmental Water Management System
•    implementing trading, including collecting or managing the collection of market data
•    developing trade operating rules, and insider trading protocols, having reference to s106 of the Water Act.

The Job
The duties include:
•     preparing, forecasting, managing and reporting on the budget of the Environmental Water Holdings Special Account, and the relevant Departmental accounts
•     preparing, maintaining and ensuring compliance with standard operating procedures associated with functions of the Water Holdings Section for financial management and procurement
•     preparing written business cases for spending (for example, with respect to grants for environmental works)
•     providing assistance with the transfer or trade of water holdings
•     overseeing the provision of input to the impairment testing of Commonwealth environmental water holdings
•     overseeing administrative tasks, particularly with respect to financial matters, undertaken by other officers within the Water Holdings Section in accordance with standard operating procedures
•     liaising with internal and external stakeholders in relation to financial matters associated with the Commonwealth environmental water holdings.

What we are looking for
Knowledge and experience
Experience and knowledge of the Murray-Darling Basin water matters and financial regulations applying to the Commonwealth would be desirable.

Skills and capabilities
The required skills and capabilities include:
•     administrative and financial skills
•     project management and governance skills
•     high level written and oral communication skills including an ability to synthesise and tailor diverse messages and information in plain English
•     high level skills as a team player, with strong interpersonal skills to quickly form productive working relationships with government and non-government stakeholders
•     ability to manage and prioritise multiple activities and deliver against short timeframes.
